PROJECT: Specific Use Permit to allow a Kennel — Dirty Dawgz Enterprises
REQUEST: Minan B. Hammer of Dirty Dawgz Enterprises is requesting approval of a specific
use permit to allow a kennel located at 2001 W. Southlake Boulevard, Suite 131, in
the Southlake Marketplace shopping center. The purpose of the specific use permit
is to allow for a self -serve dog wash & spa. Although there are no boarding facilities
proposed, the City's definition for a kennel includes the activities of grooming. The
definition has been provided in Section `A' of this report as part of Staff Comments.

The definition for a kennel, as found in the Comprehensive Zoning
Ordinance No. 480, as amended, is as follows:
KENNEL - A commercial establishment (with indoor and /or outdoor pens
and runs) in which dogs, cats, or domesticated animals are housed, boarded,
groomed, bred, trained, or sold all for a fee or compensation. (As amended
by Ordinance No. 480 -C.) (As further amended by Ordinance No. 480 -W.)

offices, pet daycare and mobile grooming facilities. In addition to the price considerations, customers will
find a convenient, clean, customer- friendly facility with the latest in dog washing, drying and grooming
equipment. To complement the wash and grooming experience, customers will have access to purchase
a variety of pet merchandise and related products, The stores wilt be opened six days a week with
extended weekend hours. A courteous professional staff will be available for assistance during the
washing or grooming process and to answer any questions customers might have. Upon request or
reservation, washing or grooming may be performed by a staff member or by a contract professional
groomer.
Com etition
Management strongly believes that the pet care market of more than one million dogs in the DFW area
and more than sixty million nationwide, is currently underserved by this type of self service concept. There
are currently less than half a dbzen pet carefacilities the DFW area that focus exchisively on this self
service concept. None of them can match the decor, the store ambiance, the state of the art equipment
and the unique name and logo that are currently being marketed by Dirty Dawgz.

The Company will invest in promotional advertising, gifts certificates, repeat business and birthdays
discounts and planned social functions for pet owners. Management believes that with its unique name,
its convenient locations, with selective coop advertising and by word of mouth from its loyal customers, it
can propel Dirty Dawgz group of stores into a successful enterprise.
Management
The managing member and majority owner of the company is Minan B. Hammer. Minan has applied her
skills and experience of 20 years as a school teacher to the retail world and has made Dirty Dawgz -
Lakewood a successful venture in less than year. With her leadership and with the vast retail experience
and knowledge of her advisors and partners, Dirty Dawgz could become a household name in a short

hose and a squeeze bottle full of dog sham-
poo. You wash the beast. It's great All of the
stupid flapping and shaking and slobbering

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR A
KENNEL ON PROPERTY WITHIN THE CITY OF SOUTHLAKE,
TEXAS, LOCATED AT 2001 W. SOUTHLAKE BOULEVARD, SUITE
131, BEING LEGALLY DESCRIBED AS A PORTION OF LOT 7,
BLOCK 1, SOUTHLAKE CROSSING PHASE II, MORE FULLY AND
COMPLETELY DESCRIBED IN EXHIBIT "A ", AND AS DEPICTED
ON THE APPROVED CONCEPT PLAN ATTACHED HERETO AND
INCORPORATED HEREIN AS EXHIBIT "B" AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a kennel has been requested by a person or corporation having
a proprietary interest in the property zoned as "C -3" General Commercial District; and,
WHEREAS, in accordance with the requirements of Section 45.1 (15) of the City's Comprehensive
Zoning Ordinance, the Planning and Zoning Commission and the City Council have given the requisite
notices by publication and otherwise, and have afforded the persons interested and situated in the affected
area and in the vicinity thereof, and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific Use
Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a kennel on the property located at 2001 W. Southlake
Boulevard, Suite 131, being legally described as a portion of Lot 7, Block 1, Southlake Crossing Phase 11, an
addition to the City of Southlake, Tarrant County, Texas, according to the plat recorded in Cabinet `A', Slide
2425, Plat Records, Tarrant County, Texas, more fully and completely described in Exhibit "A ", and as
depicted on the approved Concept Plan attached hereto and incorporated herein as Exhibit "B" and providing

an effective date, subject to the provisions contained in the comprehensive zoning ordinance and the
