Item 5FCity of Southlake, Texas MEMORANDUM October 21, 2005 TO: Shana Yelverton, City Manager FROM: Wade Goolsby, Chief of Police Services SUBJECT: Authorize the Mayor to enter into an Interlocal Agreement with Carroll Independent School District for the provision of School Resource Officers, outlining their duties, and establishing Remuneration for Services Action Requested: City Council approval of an Interlocal Agreement with Carroll Independent School District for the provision of School Resource Officers. Background Information: The City of Southlake Department of Public Safety has provided sworn police officers since 1991 to act as School Resource Officers in Carroll Independent School District. Under this agreement three School Resource Officers will be assigned to the Senior High School, High School, and Middle Schools. CISD Board of Trustees is expected to review and approve this agreement at their November 7 2005 Board Meeting. Financial Considerations: The Crime Control and Prevention District has provided funding for these positions for the last three years. The Carroll Independent School District has been approached with a shared cost agreement but are unable to contribute at this time. The School Resource Officer Program will continue to be funded by the City with 75% of the funding provided from the Crime Control and Prevention District and 25% of the funding from the General Fund. Under this agreement, the School District does pay for 100% of school related overtime worked by these officers. The agreement can be terminated by either party at any time with 30 days notice. Citizen Input/ Board Review: Crime Control and Prevention District has provided funding for three SRO positions. Funding continues to be available for these positions until the positions are phased into the shared funding arrangement. There was no citizen input. Legal Review: This agreement has been reviewed and approved by City Attorney Tim Saralla. School Resource Officer Agreement June 29, 2005 Page 2 Alternatives: Decline the agreement and School Resource Officers will be returned to patrol, juvenile or investigative functions. CISD would need to make other arrangements for school security or renegotiate the contract. Staff Recommendation: Place the Agreement for School Resource Officers between the Carroll Independent School District and the City of Southlake on the November 1, 2005, City Council meeting agenda for approval.
