Item 5BCity of Southlake, Texas MEMORANDUM To: Shana Yelverton, City Manager From: Charlie Thomas, P.E., Interim Public Works Director Subject: Award the bid for the construction of the Florence 1.5 MG Elevated Composite Water Storage Tank to Landmark Structures in the amount of $2,460,100. Action Requested: Award the bid for the construction of the Florence 1.5 MG Elevated Composite Water Storage Tank to Landmark Structures in the amount of $2,460,100. Background Information: Funds were approved in the 04/05 Capital Improvements Program for the construction of a 1.5 MG elevated composite water storage tank to replace the existing 0.5 MG elevated storage tank located at the end of Brewer Drive off Florence Road. This 0.5 MG tank serves the City's high pressure plain in the west side of the City. The existing tank was moved from Bicentennial Park in 1988 where it had been in service ever since. The new elevated tank is designed similar to the Miron Tank constructed in 1999. The project, also, includes the reconstruction of Brewer Drive which provides access to the water tank site off Florence Road. One bid was received on October 4, 2005. The bid has been reviewed by the design engineer, Cheatham & Associates and the city staff and is tabulated as follows: BIDDER BID AMOUNT Landmark Structures $2,460,100 The low bidder is Landmark Structures with a bid in the amount of $2,460,100. Even though, we, only, received one bid, the bid is below the engineer's estimate of probable costs. The method of award was set up as a "Best Value Bid" based on the following factors: 1. The purchase price; 2. the reputation of the bidder and the bidder's goods or services; 3. the quality of the bidder's goods or services; 4. the extent to which the goods or services meet the municipality's needs; S. the bidder's past relationship with the municipality; 6 the impact on the ability of the municipality to comply with laws and rules relating to contracting with historically under - utilized businesses and non-profit organizations employing persons with disabilities; 7. the total long -term cost of the municipality to acquire the bidder's goods or services; 8. the technical compliance of the bid proposal with the performance specifications contained in the bid document; 9. the maintenance history and/or projected maintenance costs of the specific product proposed in the bid; 10. the compatibility of the product with other comparable structures currently owned and/or operated by the City as it relates to maintenance and operational performance of the product; 11. the compatibility of the structure with common aesthetic design and visual characteristics of the product to the extent they reflect a signature appearance and theme or design motif common to comparable city facilities; overall aesthetic appeal and safety performance and work history of the bidder. The lone bidder rates favorably on all factors. Funds are available from the CIP. Financial Considerations: The recommended award amount is $2,460,100. It is also recommended that the City Council allow a construction phase contingency of 10% or $246,000 in addition to the total award of $2,460,100.
