Fall Festival will be held on the church property, including the parking lot and church building. Last year
we estimated 4,500 in attendance. We anticipate a similar crowd this year. There is no fee for admission.
Children five and under will have games especially for their age in the building. The building will be
open for access to the restrooms. The grand lobby will house a nurse for first aid, information and lost
and found. There will be signs to that effect.
The parking lot will contain a 60' x 90' tent to be erected by Duckie Bob's Party and tent Rentals. The
application for the tent permit has already been submitted to the City. There will be games only inside the
tent, including agility and skill games.
There will also be several games /booths spread over the parking lot, including face painting and toss
games.
We are renting the following inflatables (13 total): 32' Extreme Mountain Climb, Derby Bounce Horses,
Money Machine, Jumbo Jet Funhouse, Noah's Ark Challenge, Baseball Sports Arena, Wild West
Shooting Gallery, Lazer Maze, Caterpillar Crawl, Adrenaline Rush Obstacle Course, Giant Slide, 3 -lane
Bungee Run and a Jungle Bounce House. The majority of the inflatables will be run and supervised by
employees of the inflatable companies. Background checks will be run on all inflatable workers. Each
company will provide sufficient power (generators) for each rented item.
We will have cotton candy and popcorn available free of charge as well as spin -art machines. Pizza, soft
drinks and bottled water will be available for purchase. All proceeds will go to International Guardian
Angels Adoption Agency, a non -profit organization.
In addition to regular parking lot lighting, we are renting four light towers.
There will be a 20' x 30' petting zoo to be set up and supervised by Westland Ranch. Westland will also
give train rides around the grounds.
Barricades will block traffic from any and all pedestrian areas. There will be 3 -4 off -duty officers to help
with traffic and 2 -3 off -duty officers on the grounds.
As parking will be limited, additional parking will be available across the street at Kroger's. Surrounding
businesses will be notified of the event.
The Church Facilities Department will take care of all refuse on a timely basis throughout the evening.
Trashcans will be located throughout the parking lot, convenient to the public.
All games and church property will be removed at the conclusion of the event and taken to off -site
storage. All vendors will pick up their equipment at the conclusion of the event except for the main tent,

RESOLUTION NO. 05 -056
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR
A MASS GATHERING EVENT ON PROPERTY WITHIN THE CITY
OF SOUTHLAKE, TEXAS, BEING LEGALLY DESCRIBED AS LOT
1R, BLOCK 1, GATEWAY CHURCH ADDITION, MORE FULLY AND
COMPLETELY DESCRIBED IN EXHIBIT "A ", AND AS DEPICTED
ON THE APPROVED CONCEPT PLAN ATTACHED HERETO AND
INCORPORATED HEREIN AS EXHIBIT "B" AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a mass gathering event has been requested by a person or
corporation having a proprietary interest in the property zoned as "CS" Community Service District; and,
WHEREAS, in accordance with the requirements of Sections 45.1 (37) and 45.14 of the City's
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have given the
requisite notices by publication and otherwise, and have afforded the persons interested and situated in the
affected area and in the vicinity thereof, and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific Use
Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a mass gathering event on the property being legally
described as Lot 1R, Block 1 Gateway Church Addition, an addition to the City of Southlake, Tarrant County,
Texas, according to the plat recorded in Cabinet `A', Slide 7866, Plat Records, Tarrant County, Texas, more
fully and completely described in Exhibit "A ", and as depicted on the approved Concept Plan attached hereto
and incorporated herein as Exhibit `B" and providing an effective date, subject to the provisions contained in
the comprehensive zoning ordinance and the restrictions set forth herein. The following specific requirements

and special conditions shall be applicable to the granting of this Specific Use Permit:

SECTION 2.
This resolution shall become effective on the date of approval by the City Council.
