2000-01-11 City of Southlake, Texas MEETING MINUTES Drug and Alcohol Awareness Committee Tuesday, January 11, 2000 Members Present: Debra Edmondson (Co- Chairperson), Doug Strickland (Co- Chairperson), Gary Fawks, Jacky Brooks - Lawrence, Brad Bartholomew, Bob Hamilton, and Karen Lyman Members Absent: Margaret Melton, Jo Ponder, Rob Glover, Sherri Brunson Ex- Officio Members Present: J.T. Tipton (S.A.D.D. Representative) Staff Present: Sean Leonard, Court Administrator, Dinah Chancellor- Math/Science Coordinator, Shelli Siemer - Assistant to the City Manager Guests Present: Pamela Muller Agenda Item No. 1. Call to Order The meeting was called to order at 7:05 p.m. by Debra Edmondson. Agenda Item No. 2. Public Forum There were no items presented by the public. Agenda Item No. 3. Administrative Comments Debra Edmondson introduced Karen Lyman as the newest member of the committee (she will replace ex- committee member Roxanne Matela - Berenbeim). She then introduced ex- officio member J.T. Tipton, Vice President of S.A.D.D. and student at Carroll High School. Agenda Item No. 4. Approval of Minutes from theOctober 12,1999 meeting Bob Hamilton made the motion to approve the minutes from the October 12, 1999 meeting and the "Notes" from the November 16, 1999 meetings. Brad Bartholomew seconded. The motion passed unanimously. (Note: No official minutes for the November 16, 1999 were reported due to a lack of quorum. Also, the "staff present" roster for both of the aforementioned meetings should include Sean Leonard, Court Administrator) Agenda Item No. 5. Presentation: Tarrant County Public Health Dept. Teen Videofest 2000 Debra Edmondson requested that this item be moved to the bottom of the agenda so as to allow the presenters time to retrieve their video tapes that were inadvertently left at the office. There were no objections to this request. Carol Lee Hamilton and Doug Fabio presented information about Teen Videofest 2000. They explained that the program is designed as a public education effort to promote health issues to teens by using a teen perspective. They described the contest as having two categories. One category was for public service announcements and the other for short video programming. The submitted entry videos are judged and there is a gala to showcase the winning videos and present prizes. The presenters indicated that currently on 20 videos had been submitted but they were expecting more entries. Jt. Drug & Alcohol Awareness Comm. Meeting Minutes 1 /11 /00 Page 2 J.T. Tipton indicated that he believed that the deadlines this year are short but that next year they need the time to get the word out to the students. He said that a possible idea would be to have the committee coordinate with SADD to complete the video. He said that he would show the video to SADD at their next meeting and report back their reaction at the next meeting. Gary Fawks suggested recognizing schools to encourage involvement and to start momentum. Agenda Item No. 6. Discussion: Teen Center Debra Edmondson opened the discussion to this item by stating her opinion that this topic has become highly controversial and politicized and that she was concerned the committee was being perceived as advocates for a free standing "Teen Center ". She went on to discuss the minutes from the June 4, 1998 meeting and noted the committee never actually endorsed a Teen Center but did recommend that the Joint Drug & Alcohol Committee be involved in the research and development of a "facility." Doug stated "we can better utilize our dollars by investing in a joint utilization facility that will better served the community." Jacky reported that she has drafted a letter stating the "Committee" never advocated for a free standing multi - million dollar facility. Doug questioned where this "issue" stands. Debra reported that Kevin Hugman, Director of Parks and Recreation has put out requests for proposal to solicit survey bids. To date, several companies that were solicited have reported that they "cannot meet the deadline for proposal." Brad questioned whether or not this is too politically charged for the committee to voice an official statement. He then presented a copy of his "position statement" for the committee to review. A discussion of the proposal followed. Pamela Muller voiced her opinion that she believes the "committee should be supportive of the Teen Center." Jacky talked about her past meetings with the youth of Southlake and their request for a teen center. She stated that she would like to see a facility that brings the community together, not one that requires police patrols and eventually divides the community. Debra summarized this agenda item by stating the Joint Alcohol and Drug Awareness Committee will continue to be advisory only and that "no political position" by the committee will be maintained. Agenda Item No. 7- Discussion: Appointing a Licensed Chemical Dependency Counselor to Committee. Doug Strickland said that one of the original goals was to have a LCDC involved in the committee. Another of the goals was to have an LCDC as a counselor at the high school. He indicated that Andrea Barton, who is a principal at the Carroll Elementary School, has this certification. He said that he had wanted to see what the committee thought about getting her involved on the committee. The committee thought that getting her involved as an ex- officio member and decided that Doug Strickland and Brad Bartholomew would speak to her about it. Agenda Item No. 8- Discussion: CISD Athletic Department Involvement. Brad Bartholomew stated that he wanted to get more athletic department involvement. Debra Edmondson asked Doug Strickland about talking to the booster clubs. He said that he had already spoken to them Jt. Drug & Alcohol Awareness Comm. Bob Hamilton suggested bringing the students and coaches into a meeting in order to bring in speakers who could influence them and get them involved in the committee efforts. He mentioned that an assembly format or in a cafeteria where the committee could explain its mission and then turn it over to the speakers. Bob Hamilton said that he would bring speakers to the booster club meeting. Doug Strickland said he would speak with Coach Ledbetter and Junior Murdoch before the next meeting. Agenda Item No. 9- Discussion: Sub - Committee Reports • CISD Curriculum Sub - Committee Dinah Chancellor distributed a written report to the committee (see attached report) and highlighted some of the items. • Parent Network Sub - Committee Shelli Siemer reported that the Parent Network Directories were distributed in December. Debra Edmondson reported that Karen Lyman has agreed to inherit this sub - committee and the committee would be looking at ways to build upon the parent network efforts. Karen said that she would be looking at ways of providing information to the school to provide the applications to the new students. • City -Wide Forum Sub - Committee Debra Edmondson discussed the article in "D" Magazine regarding Belita Nelson who heads up the Starfish Foundation. Shelli Siemer and Debra Edmondson said that they were going to meet with Ms. Nelson in order to get a copy of the program and to see if she would be a speaker for next fall. • Information Distribution /Speaker's Bureau Sub - Committee It was reported to the committee that the next scheduled Speaker's Bureau event would be on January 24 for NCL. Objective 4A: Annually educate parents regarding district alcohol and drug policies and support programs; encourage a school/parent partnership to help enforce the district's policies. Activity 1: Create a "SAFE HOUSE NETWORK ". Project Status: Work in Progress. • The Southlake City Council/Carroll ISD Cooperative Drug and Alcohol Awareness Committee has compiled a resource packet to be distributed to parents during the Carroll ISD Curriculum Nights. Included in the packet are: • Parent Safe House Network application • Calendar of upcoming events • Fact sheet about youth alcohol and drug use • Resources to contact for assistance • Facts regarding the alcoholic beverage laws for minors • Tips on how to talk to children about drugs • The Southlake City Council/Carroll ISD Cooperative Drug and Alcohol Awareness Committee sponsored a city -wide forum for parents and students on October 18, 1999. Speakers and booths provided parents with important information about parenting, the early signs of drug and alcohol use, and prevention techniques. • The Southlake City CounciUCarrollISD Cooperative Drug and Alcohol Awareness Committee has organized a speaker's bureau to help educate the community regarding the dangers of alcohol and drug use among the youth. Speakers have provided information about their programs to the PTO leadership in Carroll ISD. • All Carroll ISD students and employees participated in Red Ribbon Week, October 25-29, 1999 to build awareness of the dangers of alcohol and drug abuse. • The Southlake City Council/Carroll ISD Cooperative Drug and Alcohol Awareness Committee will sponsor "Every 15 Minutes" on April 27, 2000. "Every 15 Minutes" is a program designed to open the students' and community's eyes regarding the effects of drinking and driving. Activity 2: Provide parents with opportunity to serve on district/school handbook committees. Project Status: Work Completed Numerous avenues have provided information to parents concerning how they can become a part of district committees. An application process has provided names of interested parents and committee rosters reflect the number of community members involved Activity 3: Annual drug and alcohol survey for grades 5 -12. Project Status: Work in Progress. • The drug and alcohol survey has been ordered and delivered to the district and will be administered after Spring Break, -2000. Results will arrive in the district during the summer and will be shared with the district administration and Board of Trustees Activity 4: Provide staff development for teachers in elementary grades for teaching students about drug and lcohol problems. oject Status: Work Completed • Staff development concerning the recently updated Drug and Violence Education (DAVE) curriculum was conducted by Dr. Carmelina Holloway from ESC Region XI on November 22, 1999. Participants were asked to share the information with colleagues at their campuses. ` � Carroll ISD District Improvement Plan January 2000 Progress Report Drug and Alcohol Awareness Initiatives Carroll ISD Goal #4: Carroll ISD will have a student population which is drug and alcohol -free. Objective 4B: By September 1999, create and improve lines of communication among students at CHS and CJHS concerning the effects of drugs and alcohol on school, family and community; as a result, the number of drug and alcohol offenses at CISD will decrease as reported by campus officials. Activity 1: Facilitate a joint leadership forum for the Student Councils of CHS and CJHS to develop strategies to combat drug and alcohol use. Project Status: Planned With the 9 grade move from CHS to CJH, a 3 -day retreat has been proposed to include Student Council leadership from CHS, CJH and CMS to be held during the summer of 2000. This will ease the transition and provide an effective forum for continued leadership and drug prevention training. Activity 2: Implement informal lunchtime visits by CHS students with junior high and/or middle school students to discuss personal responsibility and mature decision - making. Project Status: Planned for spring of 2000. Carroll ISD Goal #4: Carroll ISD will have a student population which is drug and alcohol -free. Objective 4C: By August of 2000, Drug and Alcohol Resistance Life Skills Training will be implemented for all 6 7 and 8 grade students, which will help students to make informed choices. Use of drugs and alcohol will decrease annually as reported through a student survey. tivity 1: Expand current Drug and Alcohol Resistance Life Skills Training to all 6 graders for 15 weeks —id to 7 graders for 10 weeks. (1999 -2000) Activity 2: Expand training to 15 weeks for 6 graders, 10 weeks for 7 graders, and 5 weeks for 8 graders. (2000 -2001) Project Status: Work Completed, Planned • Tarrant Council on Alcohol and Drug Abuse (TCADA) has provided 10 weeks of follow -up training to all 19 grade students at Carroll Junior High School (fall of 1999). • During the spring of 2000, TCADA is scheduled to deliver 15 weeks of training to all CJH 7th grade students. • TCADA has provided 15 weeks of training for all CIS 6 graders and will deliver the training to DIS 6th graders during the spring of 2000. Activity 3: Renew contract with TCADA. Project Status: Planned. • A new 3-year contract will be negotiated with TCADA during the spring of 2000.
