SUBJECT: Resolution No. 05 -039, Appointments to the SPIN Standing Committee
Action Requested: City Council approval of Resolution No. 05 -039, appointing members to
the SPIN Standing Committee.
Background
Information: At the beginning of the year there were two (2) vacancies among the
committee, and the Standing Committee made recruitment a major priority
for the areas of 96 and 414. In May the SPIN Representative for #9e,
Craig Rothmeier, resigned his position due to his placement on the school
board. This resolution appoints three (3) representatives to the Standing
Committee, thus filling all the vacant seats.
The SPIN Standing Committee representatives are appointed for staggered
two -year terms. Two (2) appointments have terms ending in 2006, while
the other, #9e, ends in December of this year. At that time reappointments
will be made for all of the SPIN positions with terms ending in 2005.

• SPIN 96 — Lou Hillman
• SPIN #9e — Ray Tremain
• SPIN #14 — Kim Harper

WHEREAS, the City Council of the City of Southlake, Texas, established the Southlake
Program for the Involvement of Neighborhoods (SPIN) to provide a more available form of
resident participation in the affairs of the City Council; and
WHEREAS, the SPIN Mission Statement is to provide a forum which fosters open and
timely communication between citizens of the City of Southlake and City Government regarding
programs, activities, and issues that affect the quality of life in the community and fosters a
stronger sense of community; and
WHEREAS, under Ordinance No. 598 -13, the City Council created the SPIN Standing
Committee to represent each of the designated SPIN neighborhoods with residents from each
SPIN area selecting a representative; and
WHEREAS, the City Council officially names the SPIN Standing Committee members
through a resolution after the SPIN area has selected a representative; now
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS THAT:
Section 1. The following are hereby appointed as neighborhood representatives to the
SPIN Standing Committee for the remainder of the specified term:
SPIN Area #6 Lou Hillman
Through December 2006
SPIN Area #9e Ruy Tremuin
Through December 2005
SPIN Area #14 Kim Harper
Through December 2006
Section 2. That this resolution shall become effective after its passage and adoption by
the City Council.
