HISTORY: -City Council approved a change of zoning to "R -PUD" with associated
concept plan for Timarron Addition, Phase 5 on May 21, 1996.
-A development plan and preliminary plat were approved for Timarron
Addition, Phase 5 on May 7, 1996.
-A revised preliminary plat for Lots 2, 3, & 4, Block 60, Timarron Addition,
was approved by City Council on November 5, 1996.
-A final plat was approved by P &Z on November 7, 1996.
-The site plan for Village of Timarron was approved by the City Council on
February 17, 1998.
-City Council approved a plat revision on March 3, 1998.
P &Z ACTION: June 23, 2005; Approved to Table (5 -0) until July 7, 2005.
July 7, 2005; Approved (5 -0) subject to the terms of the lease.

Jean Michel Sakouhi is pleased to introduce his newest fine dining
experience to the City of Southlake Planning & Zoning Commission and
the City Council & Mayor; Severine's. A fusion between Jean N ichel's
renowned French restaurants known throughout Dallas & Fort Worth;
Paris Bistro, The Balcony on Fort Worth's Camp Bode Boulevard, La
Touraine a French country experience, and Tramontana a Frrench Bistro.
Severine's name comes #'tom Jean. - Wc;hel's wife of five (5) years and it
means "lavender This purple flower is all over the southern region of
France in the Avignon area of Province. Severine's is a family business
and just this past June Jean Michel and his family relocated ftom Dallas
to this area to be close to his new restaurant, Severine's.
The eclectic menu which is attached will be composed of continental
entrees unique for the Southlake - market area. The atmosphere will be
elegant, amiable, and quaint and Jean NLichel himself will be in the
restaurant as the operator proprietor.
Renownert restaurant architect John Wheeler wi11 be completing the
actual floorplan for Severine's. A preliminary plan is included in this
package only for representative purposes outlini - ng the spacious dinning
area and small bar area where diners will be able to wait for theft table
during busy lunch and dinner times and the bar will also act as the
se,rv,ice area for the restaurant staff for soft drinks, tea and other drinks.
jean Michel plans to utilize the existing entry and the existing kitchen so
there will be rninitnal changes to these areas. The most dramatic change
to the existing plan will be the reduction of the existing bar area and
expansion of the dining area.
Severine's is please to offer its unique French dining experience to the
disctiminatiing diners of Southlake.
The proposed location has seen several restaurants come and go.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR
THE SALE OF ALCOHOLIC BEVERAGES ON PROPERTY WITHIN
THE CITY OF SOUTHLAKE, TEXAS, LOCATED AT 621 E.
SOUTHLAKE BOULEVARD, SUITE A, BEING LEGALLY
DESCRIBED AS A PORTION OF LOT 3R, BLOCK 60, TIMARRON
ADDITION PHASE 5, MORE FULLY AND COMPLETELY
DESCRIBED IN EXHIBIT "A ", AND AS DEPICTED ON THE
APPROVED SITE PLAN ATTACHED HERETO AND
INCORPORATED HEREIN AS EXHIBIT "B" AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for the sale of alcoholic beverages has been requested by a
person or corporation having a proprietary interest in the property zoned as "R -PUD" Residential Planned
Unit Development District with "C -2" Local Retail Commercial District uses; and,
WHEREAS, in accordance with the requirements of Sections 45.1 (1) and 45.6 of the City's
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have given
the requisite notices by publication and otherwise, and have afforded the persons interested and situated in
the affected area and in the vicinity thereof, and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific Use
Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for the sale of alcoholic beverages on property located at
621 E. Southlake Boulevard, Suite A, being legally described as a portion of Lot 3R, Block 60, Timarron
Addition Phase 5, an addition to the City of Southlake, Tarrant County, Texas, according to the plat
recorded in Cabinet A, Slide 4395, Plat Records, Tarrant County, Texas, more fully and completely

described in Exhibit "A ", and as depicted on the approved site plan attached hereto and incorporated herein
as Exhibit "B" and providing an effective date, subject to the provisions contained in the comprehensive
zoning ordinance and the restrictions set forth herein. The following specific requirements and special
