REQUEST: Michael Mroz is requesting approval of a specific use permit to allow a studio for the
practice, education and training in music, located at 985 N. Carroll Avenue. The
applicant intends to offer lessons for guitar, bass, and drums. Lessons will be offered
in thirty (30) minute blocks with an average hour that would include two (2)
instructors and four (4) students present. The hours of operation for the studio will
be Mondays through Fridays from 11:00 a.m. to 9:00 p.m. and Saturdays from 11:00
a.m. to 3:00 p.m.

Learn to play along with your CD's
Record your progress in a pro studio
We'll place you in a band with fellow students
Teach you how to rehearse and perform as a band
Record your new band in a Pro studio
Perform in Student Concerts four times a year

Number of Instructors — 2 full time, 1 part time
Projected Number of Students — 80
Current Number of Students — 33
Projecting 8 lessons per day per full time instructor, 4 lessons per day per part time
Lessons will be thirty minutes in length once per week,

Most parents will drop off kids and return
I will have a lobby /waiting area with tv /videogames,
Students can also practice in available rooms while they wait for their ride
Lessons are taught at low volume so that the instructors can communicate with student
Drum room and studio will be professionally sound proofed.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR
A STUDIO DESIGNED FOR THE PRACTICE, EDUCATION OR
TRAINING IN MUSIC ON PROPERTY WITHIN THE CITY OF
SOUTHLAKE, TEXAS, BEING LEGALLY DESCRIBED AS LOT 1,
BLOCK 2, OAKS ADDITION, MORE FULLY AND COMPLETELY
DESCRIBED IN EXHIBIT "A ", AND AS DEPICTED ON THE
APPROVED CONCEPT PLAN ATTACHED HERETO AND
INCORPORATED HEREIN AS EXHIBIT "B" AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a studio designed for the practice, education or training in
music has been requested by a person or corporation having a proprietary interest in the property zoned as
"C -l" Neighborhood Commercial District; and,
WHEREAS, in accordance with the requirements of Section 45.1 (13) of the City's Comprehensive
Zoning Ordinance, the Planning and Zoning Commission and the City Council have given the requisite
notices by publication and otherwise, and have afforded the persons interested and situated in the affected
area and in the vicinity thereof, and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific Use
Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a studio designed for the practice, education or training
in music on the property being legally described as Lot 2, Block 1, Oaks Addition, an addition to the City of
Southlake, according to the plat recorded in Volume 388 -26, Page 4, Plat Records, Tarrant County, Texas,
more fully and completely described in Exhibit "A ", and as depicted on the approved Concept Plan attached
hereto and incorporated herein as Exhibit `B" and providing an effective date, subject to the provisions

contained in the comprehensive zoning ordinance and the restrictions set forth herein. The following
specific requirements and special conditions shall be applicable to the granting of this Specific Use Permit:
SECTION 2.
This resolution shall become effective on the date of approval by the City Council.
