Item 4CSPIN Report Tuesday, May 3, 2005 The SPIN Standing Committee respectfully submits this written report in an effort to maintain communication flow between the Standing Committee and the City Council, SPIN Standing Committee Meeting — The next SPIN Standing Committee Meeting is scheduled for Tuesday, May 10 at 6:30 p.m., in Conference Room 3C and 3D. This meeting is also a scheduled joint meeting with the City Council. 2. April SPIN Standing Committee Meeting Recap — The SPIN Standing Committee held their monthly meeting on Tuesday, April 12. Below is a summary of issues addressed at the meeting: Discussion of Status for May 23, 2005 Air Transportation Forum — Craig Rothmeier provided an update including confirmation from speakers Jeff Fegan (DFW) and Tim Ward (Alliance). Each has been asked to present an overview of their operations and the impact on the local economy. Jon Wiersum has updated the media contact list. In addition to promoting the event through the media, a recommendation was made to also promote it through local Chambers of Commerce and local service clubs (Kiwanis, Rotary, Lions). David Baltimore will be reviewing the event with the Colleyville Chamber during the week of April 18. Others have yet to be assigned. No flyers will be included as water bill inserts since splitting the mailing actually results in sending the announcement too soon to half the community. Rothmeier also provided an overview of his discussions with Rep. Marchant. An invitation had been extended to him to participate in the May forum but he is in Washington that week. Rep. Marchant has agreed to participate in future forums and consideration needs to be given to inviting him to a fall forum since Congress may no longer be in session. One of the subjects under consideration has been homeland security. Rep. Marchant's participation on the homeland security subcommittee makes this a possible topic. Discussion of Status of April 14, 2005 CISD candidate forum — Five of the seven candidates for the three school board positions will participate in the candidate's forum. Sue Armstrong and Eddie Robertson will not be available. Most logistics are being handled by Johnson Elementary and other SPIN committee members offered to help with setup. All questions will be asked using a stand up microphone rather than being submitted on cards. All questions are to be directed to Roger Hutton, who will moderate the forum. 3. Recap of Recent SPIN Meetings — SPIN hosted the following meetings during the month of April: Monday, April 11, 2005 — SPIN Neighborhood 98 hosted a city wide forum to discuss the proposed Shops at Southlake /Central Market development at the southeastern corner of 1709 and Carroll. This meeting was held at 7:00 p.m. in Town Hall in conference rooms 3A & 3B. (see attached meeting report) • Thursday, April 14, 2005 - SPIN hosted a CISD Board Candidates forum to discuss the platforms of the CISD Board Candidates. This forum was held on Thursday, April 14 at 7:00 p.m. at the auditorium of Johnson Elementary. The first was to discuss a revised site plan for St. John's Baptist Church at the corner of S. Kimball Ave. and Crooked Ln. This meeting was held at 8:00 p.m. The second meeting followed at 8:45 p.m. to talk about a proposed medium density residential development at 616 S. Kimball Ave., south of Dawson Middle School. (see attached meeting reports) 4. Calendar of Events — • Monday, May 2, 2005 — SPIN Neighborhood 98 will host a city wide forum to discuss a proposed medical office complex on a 1.5 acre tract of land at 1900 E. SH 114 (east of Velocity Sports Performance). This meeting will be held at 7:00 p.m. in Town Hall in conference room 3B. • Monday, May 2, 2005 — SPIN Neighborhood 98 will host a city wide forum to discuss a proposed medical office complex on a .8 acre tract of land at the 2700 block of E. SH 114. This meeting will be held at 8:00 p.m. in Town Hall in conference room 3B. • Monday, May 2, 2005 -SPIN Neighborhood 911, & #12 will host a city wide forum to discuss a proposed light manufacturing complex at 2411 Sams School Rd. We will be planting a variety of mature trees. 2. I see more traffic on South Carroll generated because of the entrances to the development from South Carroll. How many cars do you anticipate coming from the south? 4,000 — 5,000 cars. 3. Will this development have any impact on the traffic light/intersection that is currently in place at 1709 and Carroll? Will a right turn lane be installed on South Carroll? That is not for us to decide or implement. 4. What do you expect the total number of visits to Central Market will be? The Fort Worth store sees 25,000 customers visiting during the week, with 5,000 of those occurring on Saturday. 5. Where will the truck entrances be? The most southern entrance off of South Carroll. 6. I am concerned with the impact this development will have on the home values in the area. Why can't Central Market back up to the hospital? The way Central Market must be situated on this property won't allow that to happen. 7. This development does not seem to resemble the Town Square development's parking arrangements. The unique design of Town Square does not really work for a development with a food emporium. The parking must be closer to the food emporium, because of customers utilizing shopping carts. Will the catch basin for this development be similar to what is in front of Town Square? Town Square's catch basin is more of a detention pond with a water feature. Ours will just be a detention pond. 9. Will there be any outdoor entertainment at this Central Market site, like some of the other stores? That is something HEB is interested in doing. 10. Why will truck traffic be used at the southern entrance of South Carroll, and not at the intersection of 1709 and Central? Central is a drive and not designed for truck traffic. 11. How big will the Central Market be? 70,000 square feet. 12. Is there another Central Market development that abuts a residential development on the loading dock side? I'm sure there is, but I don't know for sure. 13. Have you looked at doing the tree buffer and a masonry fence? I believe the fence will provide better security to the home owners in Oak Tree Estates. We feel the tree buffer is better than the masonry fence. 14. How does Central Market plan to operate their trash? Trash is disposed of from the inside of the building into a concealed box. 15. Do you have any other firm tenants for this development? Not that we are announcing at this time. 16. Can you not move the park space to the middle of the development to save some of the existing trees? The way the drainage runs on this property does not make that possible. 17. Has the possibility of creating a burm with trees on top been evaluated? Yes. 18. What is the total development cost? Low to Mid $30 million 19. What are the proposed hours of operation? We do not know at this time. 20. At what times are your other stores generally open? Usually from 8:00 a.m. to 10:00 p.m. 21. When are truck deliveries generally scheduled at your other stores? Usually from 6:00 a.m. to 8:00 a.m. and in the evening some time no later than 10:00 p.m. 22. How long will it take to build this development? 12 months. 23. Where do you plan on construction traffic coming off of? We haven't done that analysis yet. 24. Will the entire development be built at the same time or constructed in segments? Our intent is to build the entire development at once. 25. Will there be outdoor dining at Central Market like the others? We would like to do so. 26. Would you be willing to extend the sidewalk to Oak Tree Estates? We are willing and are currently talking with City officials about doing so. 27. Is there an estimate on how much tax revenue will be generated from this development? The estimate is over $1 million annually. Comments: 1. This is probably the best commercial strip market that could be developed at this site. I am grateful that you are coming. 2. I'm in real estate and I'm anticipating that our home values will rise with this development. We like your proposal. We just want it done right, and the burm would really help. 4. I see some major traffic problems with this type of development. Will this Central Market be similar to the one in the Woodlands? The one there is beautiful. 6. A) Yes, four weeks ago an analysis was completed showing that there would not be an exaggerated impact on the current traffic on Kimball Ave.; Our services would be Sunday mornings and noon time. How many people do you expect attending your church services? A) Around 700 people on Sundays, and about 150 people on Tuesday evening Why is there no access to the church from Crooked Ln.? A) A few years ago when we talked with SPIN we were asked to think about not having such an access to keep a minimal impact on the neighborhoods off of Crooked Ln. Will you need a police officer to direct traffic like Gateway Church does? A) We don't see the need to have a police officer based on our current and projected numbers, but should the need arise we will certainly do so. How many services do you have on Sunday during the day? A) Just one. How many parking spots do you have? A) 497; We are required to have 1 spot for every 3 worshipers; We are a few short, but we have increased our tree buffer on Crooked Ln more than we are required, so we will be asking for a variance on this item. Where will the trash dumpsters be located? A) They will be adjacent to the building at the southwest corner; There will be a 6 ft. masonry wall around them. What is your growth forecast? A) 1,500 in 3 to 5 years. Ultimately another 800 to reach the maximum capacity. Will phase 2 alter the look of the buildings? A) We are putting in all the infrastructure during phase 1. Phase 2 will merely be adding the 2nd floor seating. All the additions will be below roof line. We also have an additional 3 acres to the south that currently will be preserved as green space and will be used for any future needed parking. What is the brightness of your lights and the height of the light poles? A) It will be .03 to 0.5 foot candle which meets the ordinance. The poles will be above 15' but with the building site being 7' lower than Crooked Lane, the impact should be minimum. What construction materials will you use? A) It will be metal roof, exactly material and color have not be set yet, and glass all around the building. It will look like the front of building from all angles. How will you control the construction traffic? A) We plan to start the construction in summer. Most of the heavy equipment and trucks will be operating when schools are off It will take 12 months to complete. Comments: I would like the church lighting to be focused solely on the property, so that there will not be any light pollution elsewhere. I'm concerned about the trees in the buffer. Please save as many trees as possible. Church: We have worked with Eubank and Dawson to provide our facility as an additional emergency evacuation facility for the schools. Also, allow schools to use our facility for some of their extra- curriculum activities. A) Close to the home prices in Cambridge Place; $600,00+ How big will the homes be? A) Not quite sure yet. Probably a minimum of 4,000 square feet. What builders have you lined up for this development? A) We have some that expressed interest in this development, but no commitments. What type of entry amenities are you putting in? A) Stone entry with lights on each pillar; I'm not planning on a water feature, but the entry will be heavily landscaped. Would you consider making the lots bigger if the neighbors supported your quest for a variance against the stub out? A) I can't make this project work if I have to take a lot or two out to make the other lots bigger. Not to mention that I have already made a 35,000+ sf lot back to Woodland Height and set aside another 3 5,000+ sf for open space. Would you consider doing ' /z acre lots? A) That would not make sense with this proposal; the recommended zoning for the area is SF -20 and that is what we are seeking. I'd prefer to make this a commercial development to make more money, but I can not get that approved. I could have tried to make it a commercial development and make more money. However, having lived next door to (and having 3 kids going to) the schools, I thought it would make a great residential development. What will the lighting be in this development? A) Antique street lights as opposed to regular traffic street lights. I've always been one that did not like straight streets /roads in residential neighborhoods. Have you thought about doing something different than a straight street? A) It makes it difficult to do anything other than a straight street, because of the narrowness of the property. How will this development be maintained? A) There will be a Home Owners Association. Comments: We are doing exactly what the city has asked us to do in directing the drainage.
