SPIN Report Tuesday, April 5, 2005 The SPIN Standing Committee respectfully submits this written report in an effort to maintain communication flow between the Standing Committee and the City Council SPIN Standing Committee Meeting — The next SPIN Standing Committee Meeting is scheduled for Tuesday, April 12 at 6:30 p.m., in Conference Room 3C and 3D. 2. March SPIN Standing Committee Meeting Recap — The SPIN Standing Committee held their monthly meeting on Tuesday, March 8 following the joint meeting with City Council. Below is a summary of issues addressed at the meeting: Discussion of February 28, 2005 Rail/Public Transportation Forum Outcome — The consensus from the standing committee was that the information was outstanding, although attendance was down somewhat from prior forums. A comment was made that Town Square really needs public transportation connecting to it, but there is a question whether people can be coerced into using public transportation. There is a question whether the presence of a single central business district (e.g., NYC, Chicago, Boston) creates an opportunity that does not exist in DFW given our multiple centers of commerce. If local communities want a terminal, the community will have to provide the funds and the land. A recording of the event has been placed in the library. Administrative overview — This forum again presented an opportunity for community to receive information; thanks to Mike, Jon and Jim for their efforts in managing the marketing and logistics of the event. The local media didn't seem to pick up on the event as much as previous forums and there was discussion about continuing to work with the media to do follow up reporting. The Courier ran a follow up story later in the week. Review Status of May 23 Air Transportation Forum Preparation — Jeff Fegan (DFW Airport) and Tim Ward (Alliance) have both committed to participate in the forum. Commissioner Whitley has again offered to participate as either a presenter or moderator to perhaps bring all three of the transportations together. Volunteers for the May forum include Roger Hutton, Wendi Carlucci, Jon Wiersum and Cara White (all media /marketing). Jim Jeppe will continue to coordinate logistics with Ben Thatcher. In addition, we need to refine the message through discussions among the executive committee, Shana Yelverton and Commissioner Whitley. HOA Communication — Craig Rothmeier and Jim Jeppe previewed a document prepared for inclusion in the Timarron HOA newsletter. There was some discussion about establishing a committee to manage information disseminated to the HOA's in the City but there seemed to be little support for this approach. There was also a question about having SPIN information being disseminated to the same database being used by DPS to send the crime report. Another option is to leverage the SPIN report through other CMA managed properties; one of these is Timber Lake, where we continue to have a SPIN vacancy. This approach may enable us to recruit an area representative for area 14. 3. The topic at this meeting was Southern Park Issues. This meeting was held at 7:00 p.m. in Town Hall in conference room 3C. • Monday, March 7, 2005 — A SPIN Forum for Neighborhood 916 was held to discuss a proposed indoor soccer facility on the south side of FM 1709 at the intersection of FM 1709 and Meadowlark Lane (formerly Goode Airport site). This meeting was held at 8:00 p.m. in Town Hall in conference room 3D. (Meeting report is attached). • Wednesday, March 9, 2005 —A SPIN Forum for Neighborhood #16 was held to discuss a proposal to install a cell tower on the Senior High School property. This meeting was held at 7:00 p.m. in Town Hall in conference rooms 3C & 3D. (Meeting report is attached). • Monday, March 21, 2005 — A SPIN Forum for Neighborhood #12 was held to discuss a proposed residential neighborhood in Dove Acres Estates. This meeting was held at 7:00 p.m. in Town Hall in conference rooms 3C & 3D. (Meeting report is attached). 4. Calendar of Events — • Monday, April 11, 2005 — SPIN Neighborhood #8 will host a city wide forum to discuss the proposed Central Market development at the southeastern corner of 1709 and Carroll. This meeting will be held at 7:00 p.m. in Town Hall in conference rooms 3A & 3B. Thursday, April 14, 2005 - SPIN will host a CISD Board Candidates forum to discuss the platforms of the CISD Board Candidates. All interested residents are invited to attend the forum Thursday, April 14 at 7:00 p.m. at Johnson Elementary in the auditorium. • Wednesday, April 18, 2005 - SPIN Neighborhood #10 will host a meeting to discuss a proposed 9 acre residential development west of White Chapel and south of West Highland. This meeting will be held at 7:00 p.m. in Town Hall in conference rooms 3C & 3D. A) We haven't decided yet; morning hours for sure, 7 days a week ■ Who is it geared for? A) Many groups (both adult and youth); main clientele will be 6 -13 yrs old; football /soccer groups ■ Is it a training facility or will there be games there? A) Both, but mainly league play ■ What is the estimated construction cost? A) $2 -3 million ■ What other uses are there for this facility besides soccer? A) Flag football; trade shows ■ Where will the entrance be? A) Southlake Blvd; There will be an access point set aside for future access to the light at Peytonville. ■ Will there by any street lights there? - (heavy traffic area) A) A signal is not warranted at that drive (a traffic impact analysis was completed) ■ Has anything been approved by the city? A) Only a preliminary plat has been submitted to the City of Southlake ■ Are there any zoning changes required? A) Yes and No. The majority of the property is zoned C -3 and that will not need rezoning. There is 19,000 sq. ft. in the NE corner that is not zoned appropriately. ■ What is the timeframe of this project? A) P &Z — 3/17/2005, City Council - 4/5/2005, Construction starts after approval Comments: ■ The Euless indoor soccer arena is open until 2am. The Euless facility abuts a residential area and noise is not an issue for them. ■ There will be no alcohol served nor cooking on site. There will be packaged snacks served, but nothing that would require preparation. ■ This appears to be one of the better looking soccer facilities in the metroplex. ■ As a property owner that abuts the proposed project I am concerned about the noise and light pollution. ■ I don't want a 37,000 facility built right behind our residential area. ■ We want to be a good neighbor, and so we will plant whatever type of trees you want as a buffer. Will the tower work for you just north of the indoor practice facility? o A) Our RF engineer has said that would not be a viable location for us, and the school board has also said that they do not want to put the tower there. ■ Would the school board consider the north side on 1709? o A) Yes, that was the recommended site at first but it is not feasible for Verizon Wireless. ■ Can you bring an RF engineer to the next P &Z meeting? o A) Yes, in fact there was one at the last P &Z meeting. What will happen in the future when technology is better and you don't need the tower? o A) If technology advances to the degree that we do not need the tower, then we will take it down; because we are renting that space from the school and it does not make economic sense to continue to lease the land, also there are laws that require an abandoned cell tower to be taken down within 6 months of disbanding service. ■ Can you look and see whether or not the Greenbriar site is a feasible alternative to the school? Comments: ■ The proposed tower is the least high profile of a structure (flagpole look); there is one located at Tour 18. ■ Placement of towers isn't black and white ■ Park Place Resident — "Sounds like most neighborhoods cannot be appeased at the same time... Verizon Wireless is willing to work with us." ■ The alternate proposed location at the baseball diamond will knock 20ft off the tower, look like a flagpole, and the equipment will be under the bleachers. It will fit in better at the field than anywhere else on the campus. ■ It appears as if Verizon Wireless is not offering any other solutions. ■ It is just an issue of compromise. Questions and Comments: ■ I am concerned about through traffic should Robin Ln. be extended through; I like the concept of a separate cul de sac. My concern is that there will be a big 2 -story house right behind our single story houses. Can you put a tree buffer on the residential line between the existing houses and the proposed development? A) The houses will sit 40 ft. back from the existing homes. A tree buffer would be too costly. ■ What will the average house size be? A) 5,000 - 7,000 sp. ft. ■ I have a concern about what this development will do to the current drainage patterns. A) The proposed tract has a topography that will drain to the north -west corner of the tract, which is away from the existing residences. ■ What will the price range of these homes be? A) $ Million + ■ Do you have a Plan B if the street variance that you must ask for to permit you to develop another cul de sac isn't granted? A) No. ■ Will there be an HOA for this development? A) Yes, to take care of the entryway. ■ Do you have to go to an Environmental board when you are dealing with raw land like this? A) No, not as far as the City is concerned, but we do when dealing with financing the project. ■ I don't mind the large houses being built; my housing value will just go up. ■ Would you bury the existing utilities? A) No, that would be too costly. ■ Who will you be selling the lots to? A) I will see the lots to builders. ■ What is the timeline you are looking at? A) We will start as soon as this project is approved by P &Z and Council. ■ How much will you sell the lots for? A) The selling price to builders will be $200,000 + • Most residents on Robin Ln. expressed their desire that Robin Ln. remain a cut de sac.
