SUBJECT: Authorize the City Manager to implement proposed transition plan
Action Requested: Council support of strategic initiatives to address resource utilization,
budgeting practices, internal controls and monitoring, long -term strategic
planning, ethics, communications and executive staffing.
Background
Information: During the last thirty days, I have worked with staff in the City Manager's
Office to assess selected issues and develop initiatives to address identified
concerns. The result of our work is the transition plan on your agenda for
consideration.
The initiatives identified in the plan are primarily administrative in nature.
Their purpose is to promote strong policy and administrative decision making,
improved resource allocation, performance benchmarking, increased
organizational emphasis on ethical behavior, reduced operating costs and cost
avoidance, and budgetary discipline. Additionally, these initiatives will
provide an ongoing process for assessing risk and maintaining internal
controls. We are also proposing initiatives to improve community and
workforce communication, as well as improving management and leadership
skills.
The plan will be presented to you in detail during the City Council meeting.
Financial
Considerations: The cost of implementing the plan will primarily consist of professional
services fees. Funds are available in the current budget through cost savings
achieved through position vacancies through February 2005.
Financial Impact: It is anticipated that the cost of the proposed management studies and risk
assessment will be recovered through cost reductions and cost avoidance
achieved when recommendations are implemented.
