Item 10CCity of Southlake, Texas MEMORANDUM February 22, 2005 TO: Shana Yelverton, Acting City Manager FROM: Malcolm Jackson, Director of Community Services SUBJECT: Matching Funds Request for BooBoo's Buddies in the Amount of $12,500 for the proposed Dog Park in Bob Jones Park Action Requested: Council approval of matching funds request for Boo -Boo's Buddies in the amount of $12,500 for proposed Dog Park in Bob Jones Park. Background Information: The Park Board recently approved a site location for a Dog Park in Bob Jones Park at the January 10, 2005, meeting. Since the plan requires no formal Site Plan approval through Planning and Zoning Commission or the City Council, the next item requiring public approval is for Matching Funds in the amount of $12,500 requested by BooBoo's Buddies, the local dog park fundraising entity. A summary of the funding is as follows: The total estimated construction cost of the Dog Park: $55,000 Approved FY 04 -05 SPDC hinds: $30,000 Total funds raised by Boo -Boo's Buddies: $12,500 Remainder requested through Matching Funds: $12,500 Staff has included a cost estimate with this memo that details the expected expenditures and which ones would be recommended as Matching Funds items. This breakdown is similar to the one proposed when the CIP was approved for FY 04 -05. Basically, the existing SPDC funds would cover construction of the fencing and gates and Matching Funds (and BooBoo's Buddies funds) would provide for all of the amenities. Financial Considerations: BooBoo's Buddies has raised approximately $12,500 toward dog park construction. Staff estimates the roughly two -acre park, with black wrought iron fencing (or equivalent material), gates, a water fountain and pet fountain, benches, shade structures, and utilities to cost approximately $55,000. SPDC CIP funding has been approved at $30,000, leaving the remaining cost for amenity features to be borne by fundraising. Financial Impact: Dog parks are generally sustained by the patrons who attend them, with relatively minor seasonal maintenance to be expected. Additionally, the non- profit group BooBoo's Buddies' annual event is expected to raise Shana Yelverton, Acting City Manager March 1, 2005 Page 2 of 5 approximately $6,000 per year for assistance with maintenance and improvement costs. Citizen Input/ Board Review: o SPDC considered this request immediately prior to the Council meeting. o Park Board recommendation (8 -0) to approve Matching Funds in the amount of $12,500 for BooBoo's Buddies at the February 17, 2005, meeting o Park Board approved site location for Dog Park in loop road area at Bob Jones Park on January 10, 2005. o Park Board discussion directed staff to pursue Bob Jones Park location north of north pond in March of 2004. o Personal interviews with neighbors north of Southlake Sports Complex in December of 2003 — largely unsupportive of a dog park in this location. o Personal interviews with neighbors adjacent to Liberty Park in Sheltonwood in December of 2003 — largely unsupportive of a dog park in this location. The purpose of a dog park is to provide social and recreational opportunities for pet owners and their dogs within a controlled environment that allows off leash opportunities. In collaboration with the Southlake Parks and Recreation Department, the BooBoo's Buddies organization has held 2 pet event fundraisers that have raised about $12,500. A site plan at Bob Jones park has been approved by the park board, and BooBoo's Buddies is requesting matching funds to complete funding for the project.
