Item 4CSPIN Report Tuesday, March 1, 2005 The SPIN Standing Committee respectfully submits this written report in an effort to maintain communication flow between the Standing Committee and the City Council SPIN Standing Committee Meeting — The next SPIN Standing Committee Meeting is scheduled for Tuesday, March 8 at 6:30 p.m., in Conference Room #3c and #3d. 2. February SPIN Standing Committee Meeting Recap — The SPIN Standing Committee held their monthly meeting on Tuesday, February 8 following the joint meeting with City Council. Below is a summary of issues addressed at the meeting: Discussion of topics for Standing Committee Meeting Education — The Committee debated the merits of having a series of educational sessions as part of the Standing Committee meetings. Among issues that could perhaps be discussed are the 2025 presentations (and speakers). Some felt that the sessions would present an opportunity for SPIN reps to be better able to respond to residents' concerns by knowing who specifically to contact. After lengthy debate, there seemed to be an agreement that this would be a topic for future consideration but not be actively pursued at this time, and that the burden for education really falls to the individual to take advantage of all opportunities (e.g., Council and P &Z meetings). There is, however, an ongoing request from new SPIN members that some sort of an orientation package be prepared and presented, perhaps using or mirroring the packet used for new City employee orientation. Discussion of SPIN meeting management — Ben Thatcher expressed concerns raised by P &Z that adequate scheduling had not occurred for the cell tower SPIN meeting and that there was insufficient time between the meeting and the next day P &Z meeting. P &Z commissioners expressed a concern that they did not have an opportunity to receive and review updates. He has now integrated a SPIN meeting "requirement" into the 2005 submittal schedule posted on the City web site. There was also discussion centered on making SPIN review mandatory but this would require an ordinance change. Instead, the reference on the submittal schedule is to be highlighted in an effort to flag its importance. Review of SPIN Neighborhood Meeting Report — A recommendation was made that SPIN reps again begin to use the standard Report Form; copies were distributed. Ben will e -mail the form to the SPIN representatives prior to the meeting. Use of the form will insure consistency of the message being sent to P &Z and the City Council. Code of Conduct — Some residents have expressed concerns about the impartiality of SPIN reps. If a SPIN rep feels that they cannot be impartial on a particular issue, they should defer to an alternate SPIN rep to run the meeting. The importance of insuring that all residents are informed of meetings was again stated. Discussion of Ordinance 598 -B — The City attorney now wants to review the ordinance to address what he perceives as inconsistencies in dates. Specifically, he expressed concerns that the terms of officers not coincide with terms of SPIN reps. After considerable discussion by the Committee, a recommendation was made that feedback from the Committee suggest no changes based on the rationale that holding the officers' election two months after SPIN Report Tuesday, March 1, 2005 The SPIN Standing Committee respectfully submits this written report in an effort to maintain communication flow between the Standing Committee and the City Council commencement of new terms gives incoming SPIN reps an opportunity to know their fellow Committee members and thus be able to make a more informed choice. The Committee also reviewed other proposed changes and offered no additional comment on those. However, the Committee did again suggest that someone review the Ordinance and Articles for grammar and punctuation errors. 3. Recap of Recent SPIN Meetings — SPIN hosted the following meetings during the month of February. • Monday, February 7, 2005 — SPIN hosted the Community Services Department so that they could receive input on their park and trail master plans. The topic at this meeting was Park Issues North of SH 114. This meeting was held at 7:00 p.m. in Town Hall in conference room 3C. • Monday, February 7, 2005 — A SPIN Forum for Neighborhood 98 was held to discuss a proposed development for 2200 Crooked Lane (former PumpCo site). This meeting was held at 6:30 p.m. in Town Hall in conference room 3D. (Meeting report is attached) • Monday, February 7, 2005 — A SPIN Forum for Neighborhood #5 was held to discuss a proposed development and rezoning at 2055 N. White Chapel. This meeting was held at 8:00 p.m. in Town Hall in conference room 3D. (Meeting report is attached) • Monday, February 21, 2005 — SPIN hosted the Community Services Department so that they could receive input on their park and trail master plans. The topic at this meeting was Central Area Park Issues. This meeting was held at 7:00 p.m. in Town Hall in conference rooms 3C & 3D. • Monday, February 28, 2005 - SPIN hosted a Regional Transportation Forum to discuss Rail & Public Transit. This meeting was held at 7:00 p.m. in the Town Hall 3 rd floor conference rooms. 4. Calendar of Events — Monday, March 7, 2005 — SPIN citywide Forum to host the Community Services Department so that they can receive input on their park and trail master plans. The topic for this meeting will be Southern Park Issues. This meeting will be held at 7:00 p.m. in Town Hall in conference room 3C. Monday, March 7, 2005 — SPIN citywide forum for Neighborhood #16 to discuss a proposed indoor soccer facility on the south side of FM 1709 at the intersection of FM 1709 and Meadowlark Lane (formerly Goode Airport site). This meeting will be held at 8:00 p.m. in Town Hall in conference room 3D. White Chapel Presenters: David McMahan Tom Mathews Attendee Questions and comments: ■ What's the price point of the homes that will be constructed? (A: $750,000 - $1.5 million). ■ How wide is the one -way circle drive in the development? (A: 22ft) ■ How many lots are there? (A: The plat is 10 lots) ■ How many acres is it? (A: 8.61) ■ What is the land use designation for this tract? (A: existing land use is designated for low density; the zoning we are asking for is considered low density) ■ How will the drainage work? (A: we are proposing to send the drainage to a detention pond that will be constructed on neighboring property to the east of this tract) ■ Where does the tree coverage start on this tract? (A: The coverage starts at the second lots and goes through to the middle of the tract) ■ What will the entrance to the development look like? (A: The entry way will be some sort of stone fence) ■ How big will the homes be? (A: We are not sure at this point, but we will deed restrict the lots probably somewhere around.3, 500 — 4,000 sq. ft. minimum) ■ How much will the lots cost? (A: next to the commercial building) ■ Is there any chemical /pollution mitigation needed on this property? (A: all the chemicals are gone; all necessary clean -up has been done) ■ Have you thought about any type of retention pond (for drainage purposes)? (A: we are looking into it) ■ Drainage is an issue on this property. ■ We want to keep all the trees possible. ■ Are you going to develop the lots yourself or are you going to sell the lots? (A: sell the lots) ■ Do you have a general idea of how much you are going to sell the lots for? (A: we are not sure yet; 1/2 acre lots are going for $150,000 with deed restrictions in order to maintain the desire to have high end custom homes) ■ The residences that abut the property would probably want to see some kind of deed restrictions on what type of structures will be allowed to be set up in the backyards. ■ We really want houses there; the biggest concern however will be drainage. ■ We would like to see 1 or 3/4 acre lots back up to the Cambridge Place properties. ■ What is the white pipe sticking out of the ground near the commercial building? ■ What type of commercial use is intended for the existing building? (A: home business /office use)
