Item 10BCity of Southlake, Texas MEMORANDUM December 29, 2004 TO: Billy Campbell, City Manager FROM: Gary Gregg, Technical Services Manager SUBJECT: Authorize the City Manager to Enter into an Interlocal Agreement with Town of Highland Park Regarding the Use of a Mutual Radio Frequency Action Requested: Authorize the City Manager to enter into an Interlocal Agreement between the City of Southlake and the Town of Highland Park regarding the Use of a Mutual Radio Frequency Background Information: On June 19, 2003, the City of Southlake learned that a radio frequency the City of Southlake was licensed for in 1997 had also been licensed to the Town of Highland Park in 1998 also. The error was discovered when the City attempted to transfer the channel from the Denton County Trunked Radio System to the Northeast Tarrant County Trunked Radio System. FCC regulations normally require about 70 miles of spacing between systems. The requirement can be waived by the FCC provided both parties agree to accept any co -channel interference. After a lengthy testing period, Highland Park has agreed to allow our license modification to continue based on certain technical requirements as contained within the agreement. The City of Southlake is agreeable to the joint use of the channel and will work to ameliorate any interference. Citizen Input / Board Review: The Highland Park Town Council met and approved this agreement December 6, 2004. Legal Review: Attorneys for both cities have reviewed and approved the agreements. Alternatives: Resume use of the frequency on the Denton County Trunked Radio System.
