SUBJECT: Approve an amendment to the professional services agreement with Schrickel, Rollins, and
Associates for the schematic design of Bicentennial Park in the amount of $16,000 to
include a three- dimensional animated flyover of the schematic design
Action Requested: City Council approval to amend the professional services agreement with
Schrickel, Rollins, and Associates for the schematic design of Bicentennial Park in
the amount of $16,000 to include a three- dimensional animated flyover of the
schematic design
Background
Information: The City is currently working with the design firm of Schrickel, Rollins, and
Associates on the conceptual planning and schematic design of Bicentennial Park.
As a part of this process, a draft presentation manual has been developed depicting
various design elements as well as a two dimensional overview of the proposed
final plan.
As previously discussed during the initial agreement with Schrickel, Rollins, they
retain the in -house capability to produce an animated three- dimensional aerial
overview of the proposed schematic design. Schrickel, Rollins have submitted a
proposal in the amount of $16,000 to produce an animated three- dimensional aerial
overview for Bicentennial Park depicting the final plans. The Bicentennial Park
Schematic Design Work Group consisting of staff, three Council members, three
Parks Board members, representatives from the Southlake Baseball Association
and CISD, reviewed this proposal at their October 24, 2006 meeting and supports
the City engaging this service as a method of marketing and promoting the final
product to the public and potential partners. The Parks Board also reviewed this
proposal at their November 13, 2006 meeting and recommended approval (8 -0).
The animated version would be available for use on the City's website, cable
channel, and could also be provided on CD, making the proposed improvements
easily accessible and visually explanatory to all interested parties.
Financial
Consideration: If recommended, funding of the proposed professional services is available from
the Park Dedication Fund which is currently selected as the funding source for the
design of the eastern portion of the park. The fund currently has an unencumbered
balance of approximately $140,000. If approved, this item would need to be
included as part of your mid -year budget adjustment considerations.
Financial Impact: Potential financial impacts may include improved partnership and sponsor
opportunities.

Board Review: The Parks Board reviewed and recommended approval of this item (8 -0) at their
November 13, 2006 meeting.
As part of their discussions at their October 24, 2006 meeting, the Bicentennial
Schematic Design Work Group supported the City engaging this professional
service. This is an unofficial workgroup and therefore no formal vote was taken.
Legal Review: The proposed contract with Schrickel, Rollins, and Associates for professional
design services relating to Bicentennial Park has been reviewed by the City
Attorney and remains unchanged. The action presented simply expands the scope
of services to be provided by Schrickel and Rollins.

RE: 3 -D Animated Flyover of Schematic Design for
Bicentennial Park
Dear Mr. Polasek:
We will produce the referenced 3 -D Animation. for the.entire park. The production will be
of similar quality as the animations of other park projects that have been presented to your
staff and the park board.
The production will include a "panoramic view" of the park as it exists. This will be
produced by using the-oblique-view aerial pictometry presently in the City's data base.
Our Basic Professional Services will include:
• Acomputer- generated three - dimensional animated "flyover" of the "Schematic Design"
of the entire Park.
• Two development presentations made to staff members followed by two public
presentations for groups or combined groups such as the Park Board, Stakeholders and
City Council.
The City will be furnished a CD of the "Flyover" which may be shown, duplicated or
used on the City's website as. you see fit.

Time required to produce the 3 -D "flyover" will be five weeks following completion of the
Schematic Design services.
Compenbatican for these Additional Services will be the stipulated sum of $1 6,000.
We look forward to working with your staff and the City of Southlake in the production of
this important presentation media which will depict the development of Bicentennial Park.
