PROJECT: Revised Site Plan for Bob Jones Park
REQUEST: The City of Southlake is requesting approval of a revised site plan to add the Bob Jones
Nature Center at Bob Jones Park. The property is located at 355 E. Bob Jones Road.
The current zoning on the property is "AG" Agricultural district. The revised site plan
for the proposed nature center is to renovate an existing 3,500 sq.ft. residence at that
location for public use. The proposed nature center will add approximately 77 parking
spaces. In addition to the nature center, a native garden, a butterfly garden, concrete
and natural trails, and outdoor patio will be developed on the site.
The proposed nature center has been approved as follows:
June 20, 2006 - City Council approval of Bob Jones Nature Center
Conceptual Plans (7 -0)
June 20, 2006 - SPDC recommendation for approval of Bob Jones Nature
Center Conceptual Plans (7 -0)
May 8, 2006 - Parks Board reviewed and recommended approval of the Bob
Jones Nature Center conceptual plans (6 -0)
A site plan approved by City Council following a recommendation from the Planning
and Zoning Commission is needed because this is now a non - residential use along
with structures within 400 feet of residential properties (Residential Adjacency
Overlay Standards)
A variance to allow a metallic "Galvalume" color standing seam metal roof is
requested. Although the roof initially has reflective metallic properties, it soon
weathers to a non - reflective gray color.
ACTION NEEDED: 1. Conduct public hearing

HISTORY: -A site plan and preliminary plat for Bob Jones Park was approved by
City Council on August 15, 2000.
-A revised site plan was approved for Bob Jones Park to add
improvements to the existing softball and soccer game fields to include
batting cages, a concession/restroom facility, a shade pavilion, bleacher
shade structures, shade canopies and lighting for the softball fields on
September 2, 2003.
P &Z ACTION: November 9, 2006; Approved (5 -0) subject to Staff Review Summary
No. 1, dated November 3, 2006; noting the applicant's willingness to
address access issues to Miles' property; and, granting the requested
variance.

TREE CONSERVATION COMMENTS:
The layout of the new access drive, parking and other structures has been designed to preserve and
utilize the existing trees and natural aspects of the property. One (1) ten inch (10 ") diameter Post Oak
will need to be removed for the construction of the new access drive, but no other trees are proposed
to be removed.

The following comments are based on the review of plans received on 10/255/2006. It is the applicant's
responsibility to contact the department representative shown above and make modifications as required by the comment.
GENERAL COMMENTS:
* Use the City of Southlake GPS monuments whenever possible.
WATER AND SANITARY SEWER COMMENTS:
1. The proposed fire hydrant line shall be in a 15' minimum easement. All waterlines in easements or in
the ROW must be constructed to City standards.
2. Water meters shall be located within an easement or in the ROW.
3. There is no public sanitary sewer available to this site.
DRAINAGE COMMENTS:
* The discharge of post development runoff must have no adverse impact on downstream properties and
meet the provisions of Ordinance # 605.
INFORMATIONAL COMMENTS:
* A ROW permit shall be obtained from the Public Works Operations Department (817) 748 -8082 to
connect to the City's sewer, water or storm sewer system.
* Submit Civil construction plans for any public infrastructure to the Public Works Department for review.
Ensure that plans conform to the most recent construction plan checklist, standard details and general notes
which are located on the City's website under Public Works—Engineering Design Standards.

* A Developer's Agreement will be required for any public infrastructure proposed with this development and
must be approved by the City Council prior to any construction of public infrastructure. Construction plans
for these improvements must be approved by Public Works prior to placing the Developer's Agreement on
the City Council agenda for consideration.
* Any hazardous waste being discharged must be pretreated Ordinance No. 836.
This review is preliminary. Additional requirements may be necessary with the review of
construction plans.
