The concept plan approved, indicated building pad of approximately 12,500 square feet. The applicant is proposing two single story buildings totaling approximately 8,600 square feet. Following the recommendation made by the Planning and Zoning Commission on November 9, 2006, the applicant has revised their plan to show an 8' pre- fabricated concrete wall along the north boundary line which will extend from the west building line along Vermillion Court to the drainage easement along the east boundary line. This was done at the request of the adjacent residential property owner. An exhibit of the wall is included as part of attachment `C' in this report. ACTION NEEDED: 1. Conduct public hearing 2. Southlake Boulevard LEGAL DESCRIPTION: Lot 16, Block 1, Vermillion Addition LAND USE CATEGORY: Office Commercial CURRENT ZONING: "O -1" Office District HISTORY: A change of zoning from "AG" to "O -1" with an associated concept plan was approved by City Council on September 4, 2001. -City Council approved a preliminary plat for Vermilion Addition on August 21, 2001. -A final plat was approved by the P &Z Commission January 9, 2003. TRANSPORTATION ASSESSMENT: Case No. ZA06 -145 Master Thoroughfare Plan The Master Thoroughfare Plan recommends Southlake Boulevard to have 130 feet of right -of -way. Adequate right -of -way exists for this roadway. Existin- Area Road Network and Conditions The proposed site will have one (1) full access drive directly onto Vermilion Court. The site is also making the connection to the property to the west through common access easements on the properties. W. Southlake Boulevard is a five -lane, undivided thoroughfare with a continuous, two -way, center left -turn lane. The width of the roadway is sufficient to be a seven -lane roadway. Southlake Boulevard. According to the Master Pathways Plan, an 8 -foot multi -use trail is planned adjacent to the development along W. Southlake Boulevard. The trail has been constructed and is shown on the site plan. Site will connect to existing 8" water and sanitary sewer lines located along the north side of W. Southlake Boulevard This site drains to the east to the existing channel along the east property line of the Vermilion subdivision. TREE PRESERVATION: The trees being removed are located within the approved building pad as shown on the approved concept plan. The proposed site plan consumes only about 2/3 of the originally approved buildable area. Since the initial submission of this plan to the City, the applicant has worked with City staff and has made significant changes in the parking and interior driveway layout in order to save several trees. It is to be developed by Panorama Properties, L-P., whose limited partners are Will Edgington and Serge Goldberg Serge and Will have previously developed and built over 65,000 square feet of professional office space in Southlake and Grapeveine The first phase located on the northwest corner of Vermilin Court and Southlake Boulevard is cui rently under construction_ The various professional office building partnerships that Serge and Will owner in Southlake (approximately 25,000 square feet) typically and currently remain 100% occupied. Additionally, they have built and sold over 100 luxury homes in the area since 1996. Project Description: The proposed project is on Lot 16, Block 1 of the Vermilion Addition, Southlake, also known as 2840 W. Southlake Boulevard. The stie is zoned 0-1 for professional office development. The proposed project will include accommodate a total of approximately 8,612 leasable square feet of professional I medical office space between two buildings. The two buildings are to be roughly identical in design. Our Site Plan is consistent with the concept plan previously approved by the City, except our plan calls for significantly less square footage_ No variances are requested. We have met with Keith Martin on the site and have designed the site plan to save the same trees as those that were to be protected on the previously approved concept plan for this property.
