Item 4G AudioItem 4G is for approval of a professional services agreement with
Credera /Maximus, Inc. to provide assistance with implementation, data conversion
and software selection for finance /utility billing /HR and public services (planning,
publicworks, community services).

As you may recall from the presentation at your April 18 meeting, the IT Study
identified four areas of concern:
1. Missing system functionality results in manual or inefficient business processes;
2. Technology infrastructure is complicated and lacks critical integration between
applications;

3. Current applications make reporting and analysis difficult or even impossible in
some cases; and
4. Current foundational applications are based on out of date technology and are
hard to use.

This agreement covers:
-Application implementation management for financial /utility billing and HR
management software applications;
-Preparation of a RFP, software selection assistance, and software application
implementation management for public services operations software applications;
and
-Data conversion for finance, utility billing, HR management, and public services
operations software applications.

The City sent the RFP to twelve firms. Only one response was received from
Credera /Maximus.
Credera /Maximus has extensive technology experience in both the public and
private sectors and this team together brings deep local government industry
knowledge.

-Understands and respects our business and community;
-They have a thorough knowledge and understanding of the organization and its
needs;
-They know the quality and detail of the product we will get based on past
experience with this team; and
-They have assembled the right team to meet our needs.

The project will begin immediately with the software implementations and the data
conversions for the Finance /HR /Utility Billing and will be complete within 10 months;
Software selection for the public service operations will begin in December 2006
and be completed by April 2007.
Credera /Maximus' response was complete and met all of the requirements for the
project. The bid from Credera /Maximus was a total of $690,000, $85,000 below the
budgeted amount.
