Item 10CCity of Southlake Department of Planning STAFF REPORT October 11, 2006 CASE NO: SP 06 -428 PROJECT: Amendment to the Shops of Southlake Conditional Sign Permit for Central Market and Starpower Home Entertainment Systems REQUEST: This is an amendment request for the Shops of Southlake Conditional Sign Permit requirements for Central Market and Starpower Home Entertainment Systems. The Shops of Southlake retail development is located on the southeast corner of Southlake Boulevard and Carroll Avenue. Central Market Amendment Central Market is located at 1425 East Southlake Boulevard. The applicant is proposing to install a total of six vertical banners on the front of the Central Market building facing East Southlake Boulevard. The proposed banners are 5 feet wide by 8 feet tall and will be changed seasonally. Starpower Amendment Starpower Home Entertainment Systems is located at 1431 East Southlake Boulevard, Suite 511. The applicant is proposing a maximum logo height of 55.5 inches for this tenant. Under the existing Conditional Sign Permit, tenants less than 300 feet from the right -of -way and under 15,000 square feet in size are permitted a maximum letter height and logo height of 18 inches. This amendment is building specific and will only apply to this tenant. The applicant is proposing three signs with a 55.5 inch logo: one on the north elevation, one on the west elevation, and one on the east elevation. The applicant is also proposing a sign with a 36 inch logo on the articulated corner facing East Southlake Boulevard. The Conditional Sign Permit allows one sign on each facade visible from a street or internal driveway. Note: Under the Conditional Sign Permit, the maximum sign area is limited by the maximum letter /logo height and sign width. A sign's width may not exceed 75% ofthe width of the lease space. By granting the amendment to letter /logo height, the maximum area permitted also increases. ACTION NEEDED: Consider amendment request. Adhering to all of the requirements of the approved conditional sign permit will create a 'hardship for HEB Central Market to maintain its concept -wide marketing strategies and programs. 2. That the situation causing the unnecessary hardship or practical difficulty is unique to the affected property and is not self imposed. The attached elevation plan and seasonal banner examples show that the banners are consistent to the overall building architecture and signage plan. 3. That the variance will not injure and will be wholly compatible with the use and permitted development of adjacent properties. This variance will not injure the adjacent proporties, The HEB Central Market seasonal banners are located within the core of the stropping center and will not be visible from Southlake Boulevard_ 4. That the variance wilt be in harmony with the spirit and purpose of the sign ordinance. The seasonal banners will enhance the character of the shopping center, and celebrates the Central Market concept.,, FRESH, SEASONAL, INDIGENOUS! That the variance will be in harmony with the spirit and purpose of the sign ordinance.
