Item 7KCity of Southlake Department of Planning STAFF REPORT October 11, 2006 CASE NO ZA06 -156 PROJECT: Specific Use Permit for Temporary Telecommunications Poles /Antennas at the Bicentennial Park Water Tower Site REQUEST: The City of Southlake is requesting approval of a Specific Use Permit to erect temporary telecommunication poles at the Bicentennial Park water tower site. The property is located at 400 N. White Chapel Blvd. The City currently has antennas of six (6) different telecommunications providers on the water tower at this location. Telecommunications antennas on city water towers are exempt from zoning requirements provided an agreement has been approved by City Council. However, during the next four to six months, the City will be repainting the water towers and these antennas will have to be removed from the water tower to facilitate the repainting. This request for an SUP to erect temporary telecommunications poles stems from the City's contractual obligations with the telecommunications providers for relocation onto temporary poles on site for the duration of the painting work. To this end, the City is requesting the erection of 6 temporary telecommunications poles to most efficiently accommodate all antennas for a duration of six (6) months, starting October 2006. At the end of the repainting project, the antennas will be remounted onto the water tower and the temporary telecommunications poles removed from the site. The temporary poles will be approximately 90 feet in height with 5 -foot high antennas mounted on them. The reason for the multiple poles is due to the signal obstruction that occurs from the existing water tower. Attached with this memo is a copy of the letter from the Public Works Department to adjoining property owners informing them of the upcoming painting project. ACTION NEEDED: 1. To this end, the Public Works department has scheduled the re- painting of the water tower located at Bicentennial Park. Both the interior and exterior of the tank require routine painting to prevent chipping and rusting, as well as to keep the water tower attractive. The elevated storage tanks are inspected annually and generally require painting approximately every 15 years. The Bicentennial water tank will be covered for approximately 3-4 months starting in November 2006. This is necessary to prevent paint Qv pray from leaving tltc site. As I am sure you have noticed, located on the Bicentennial Tank are several telecommunications antennas. This project will require the removal and temporary relocation of the six (6) cellular providers from the tank's pedestal to temporary poles on the property. Please note that this is Only a temporary measure and all antennas will be relocated to the water tank as soon as the painting is comnleted. Current City Ordinances require the issuance of a Specific Use Permit (SUP) for any Telecommunications towers/monopoles not located on City Water Tanks. Enclosed with this letter, you will find a Notice of Public Hearing for the aforementioned Specific Use Permit. Please note again that this is only a temporary relocation for the duration of the painting project. We appreciate your patience and cooperation during this time. HALL SURVEY, ABSTRACT NO. 686, MORE FULLY AND COMPLETELY DESCRIBED IN EXHIBIT "A ", AND AS DEPICTED ON THE APPROVED CONCEPT PLAN ATTACHED HERETO AND INCORPORATED HEREIN AS EXHIBIT `B" AND PROVIDING AN EFFECTIVE DATE.
