Price, P.E., Public Works Director Subject: Authorize a Professional Services Agreement with TranSystems Corporation for design of right turn deceleration lanes at various locations on Southlake Boulevard Action Requested: Authorize a Professional Services Agreement with TranSystems Corporation for design of right turn deceleration lanes at various locations on Southlake Boulevard (F.M 1709). Background Information: The 1999 Traffic Management Bond Program included project funding for right turn deceleration lanes at various locations on Southlake Boulevard. Sixteen locations have been identified for this project. The Regional Transportation Council has designated federal Congestion Mitigation /Air Quality funds along with state and local funds for construction of the proj ect. TranSystems Corporation's proposed services will provide complete construction plans for the right turn deceleration lanes. The tasks involved will include design and right -of -way surveying with digital aerial photogrammetry, preparation of construction plans and specifications, and preparation of contract documents. The project design will be prepared to be bid and constructed by TxDOT. In addition to the roadway improvements to construct the right turn deceleration lanes, the project will address drainage and culvert issues that are necessary to accommodate the widening. It is anticipated that the work can be designed within existing right of way, but the design contract includes task items to prepare documents for minor additional (e.g., corner clips) right -of -way that may be required. The design schedule anticipates award of the construction contract in the first quarter of calendar year 2008. Financial Considerations: The total fee for this agreement is $294,127.00. Traffic Management Bond Program Funds are available for these services. Senior Associate SCOPE OF SERVICES FM 1709 (SOUTHLAKE BOULEVARD) INTERSECTION IMPROVEMENTS PROJECT DESCRIPTION: Adding acceleration /deceleration lanes from SH 114 west to Pearson Lane. Lane adjustments and Right -of -Way are anticipated for the proper clear zones required by TxDOT for the following intersections with FM 1709: Bank Street, Commerce Street, Westwood Drive, Miron Drive, Foxborough Lane, Diamond Boulevard & Byron Nelson Parkway, Bicentennial Park, Lake Crest Drive, Timber Lake Place, Stone Lakes Place, Ginger Court, Southridge Lakes Parkway & Waterford Drive, Meadowlark Lane, Brock Drive, Jellico Court East, and Jellico Court West. BASIC SERVICES: A. Research and Data Collection — 1 . Meet with City of Southlake engineering staff and obtain design criteria, pertinent utility plans, street plans, plats and right -of -way maps, existing easement information, and other information available for the project area. 2. Meet with the City of Southlake project manager and conduct an on- site review and walk through. 3. Meet with TxDOT engineering staff to obtain proposed and existing roadway construction plans, to coordinate proposed connections and construction phasing related to FM 1709 and to coordinate schedules and submittals. B. Traffic Analysis 1. Not included in design. Turning lanes will be sized according to TxDOT's design manual. No traffic counts are included in fee. C. Preliminary Design — 1. Prepare preliminary construction plans to TxDOT standards. Prepare the following sheets at the engineering scale indicated: • Cover sheet. • Project layout control sheet(s). Scale 1 "= 100'. • Typical sections and detail sheets. • Quantity sheet. • Construction phasing and temporary traffic control sheets, including temporary traffic signals. Scale 1 "= 50'. 1 • Paving plan sheets for street improvements. Scale 1 "= 20'. • Drainage area maps for street improvements. Scale 1"= 100 1 . • Storm drain improvement plan & profile sheets. Scale 1"= 20'. • SWPPP sheets. Scale 1"= 40'. • Signage and Pavement Marking and plan sheets. Scale 1"= 40' 2. Coordinate with affected utilities such as water, sanitary sewer, gas, telephone, cable TV and electric but not limited to, to obtain accurate information for the location of their facilities. It is understood the existing utilities have already been moved. Therefore, coordination will be limited to one submittal to utility companies and "one call" location services for surveying. 3. Prepare any special technical specifications needed for the project (if any). 4. Prepare an estimate of construction quantities and develop the preliminary statement of probable construction cost in TxDOT format. 5. Submit three sets of preliminary plans, outline of special technical specifications and preliminary statement of probable construction cost to the City and to TxDOT for review. 6. All plans and specifications will conform to TxDOT's plan preparation and submittal procedures. 7. Meet with City of Southlake and TxDOT staff to discuss comments on preliminary plans, specifications and cost estimates. D. Final Design — 1 . Revise preliminary plans incorporating comments from the City of Southlake and TxDOT. 2. Incorporate comments from the utility companies. 3. Finalize construction plans for proposed improvements. 4. Finalize special technical specifications and special conditions (if any). 5. Incorporate standard details into the construction plans and prepare additional details as required. 6. Prepare final construction estimate, and Schedule. 7. Incorporate City and TxDOT final comments into the plans and bid documents. 8. Submit three sets of final blue line prints, three bound copies of the bid documents, electronic files of survey, designs, ROW documents, Cost estimates, one unbound original bid document set to the City of Southlake and one set of mylar drawings to TxDOT. E. Bid Phase Services — 1. Furnish plans and specifications for bidding. 2. Assist City /TxDOT staff in conducting a pre -bid conference, if required. 2 3. Assist City /TxDOT staff to prepare addenda to bid documents as necessary. SPECIAL SERVICES: A. Design Survey — 1. Establish a horizontal and vertical control network and project control baseline for the project areas. The network and baseline are to be tied into the existing TxDOT control network. 2. Establish horizontal and vertical project control monumentation. 3. Tie right -of -way lines and corners, property lines and corners, buildings, fence lines, trees 4- inches in diameter and larger, edges of pavements and all other visible surface features to the project control baseline. Existing utility structures shall be located and referenced by utility name (i.e. T.U. Elec., GTE Telephone, Lone Star Gas, Etc.). 4. Vertical topographic information tying pavement, drives, walls, manholes (top and inverts), storm drain inlets (top and inverts), and other improvements as needed within the project areas for the design. 5. When underground utilities are exposed, tie to project control baseline. 6. Identify the street address of all adjacent properties to the proposed construction and show on drawings. 7. Set vertical and horizontal control for construction. 8. Topo survey is for the described intersections only. B. Right -of -way and Easement Requirements — 1 . Prepare a preliminary list of right -of -way parcels and easements necessary to construct the project Submit to the City as soon as possible and prior to the preliminary plan submittal. A total of (17) exhibits and descriptions are anticipated. 2. Meet with the City Staff to determine easement and right -of -way requirements for preparation of field notes and exhibits. C. Right -of -Way and Easement Surveying — 1 . Prepare a metes and bounds description and an 8 -1/2" x 11" exhibit for sixteen (16) right -of -way tracts on a per tract basis. Deliver three (3) reviewed and approved original sets of documents each to the City. 2. Prepare a metes and bounds description and an 8 -1/2" x 11" exhibit for temporary construction easements on a per tract basis. Deliver three (3) reviewed and approved original sets of documents to the City. 3. Set new iron pins at all new corners, PC's and PT's of new right -of- way. D. Pavement Design Report — 1. To be provided by TxDOT. 3 E. Environmental Document 1. To be provided by TxDOT. TranSystems will provide an exhibit for the public meeting. ASSUMPTIONS • No sanitary sewer or water main improvements are included other than manhole /hydrant /valve adjustments • TxDOT is performing environmental documentation. • Traffic Analysis is not included. • Storm sewer improvements are limited to inlet and lateral adjustments, not upgrading or analysis of storm sewer system • Re- platting of properties is not included for right of way acquisition. • No franchise utility design is included. • Preparation of construction "Record Drawings" based upon mark -ups and information provided by the construction contractor(s) is not included and can be provided if requested. • TxDOT is letting the project therefore no bidding assistance or printing is included. • Geotechnical investigation and pavement design is not included. 12 October 9, 2006 Summary of Fee 1.
