Subject: Consider a contract with Williams Painting & Sandblasting Company
for the painting of two elevated ground water storage tanks (Pearson
No. I- Exterior and Pearson No. 2- Interior).

Requested: Authorize a contract with Williams Painting & Sandblasting Company for
the painting of two elevated ground water storage tanks (Pearson No. 1-
Exterior and Pearson No. 2- Interior) and approve a budget of $653,942.

Considerations:
The FY07 Capital Improvements Programs (CIP) included a project to
paint the two Pearson Ground Storage Tanks.
The project was advertised in the Fort Worth Star Telegram on both
September 17 and September 24 2006. Bids were received and opened
at the office of the City Secretary on September 26, 2006 at 10:00 AM.
A summary of bids received for the project is as follows:
The funding approved in the FY07 CIP was $620,000.
The recommended action for approval of the project will include a 10%
contingency of $60,000 for a total approved budget of $653,942.
Additional funds for the project are available from unused funds in the
Redundant Water Supply project (CIP project #03U01- 0002).

Bid Review and Recommendation.
Dear Mr. Price:
On September 26, 2006, City of Southlake received seven (7) sealed bids for the
renovation of the referenced storage facilities. These bids have been tabulated and
attached to this correspondence for your use. Deltatek Engineering has reviewed these
bid documents and submits the following opinion and recommendation.
Based on review of bid submitted by Williams Painting and Sandblasting Company and
prior experience with this contractor, it is our opinion that the low bidder is qualified to
perform this task in accordance with the Renovation Documents. This firm has
successfully completed the following projects of similar scope and magnitude for

Therefore, it is our recommendation to award this project to Williams Painting and
Sandblasting Company for lump sum of $593,942.00. It should be noted that the opinion
of probable engineering cost for this project is estimated at $620,000.00.
