Item 10CCity of Southlake Department of Planning S T A F F R E P O R T September 27, 2006 SP 06-408 CASE NO: Sign Variance for Bethel Methodist Church PROJECT: REQUEST: This is a variance request from the Sign Ordinance No. 704-B regulations with respect to temporary ground signs. The subject property is located at 190 S. White Chapel Boulevard. The applicant is requesting a sign type that is not permitted under Sign Ordinance No. 704-B. The proposed sign will be displayed at the church’s temporary facility at 190 S. White Chapel Boulevard for no longer than 18 months. The sign will be 6 feet tall, 28 square feet in area. This variance is requested due to the short duration that the applicant requires a sign and due to the expense involved in erecting and demolishing a masonry monument sign. The specific proposed sign standards are as follows: Sign Regulation Proposed Regulation Maximum Height 6 feet Maximum Area 28 square feet Minimum Setback 11 feet Material Base: Steel post anchored in concrete Requirements Supports: Steel post to be framed and covered in wood trim Colors: Frame will be constructed from wood and painted in gloss white enamel; sign faces will be constructed of blue aluminum panels with white vinyl letters. Box 93537 Southlake, Texas 76092 TO: PLANNING DEPARTMENT CITY OF SOUTHLAKE RE: SIGN PERMIT The Bethel Methodist Church of Southlake is requesting approval from the City of Southlake to locate a “Temporary Ground Sign” on land leased from the current owner. Details are as follows: 1) Location: 190 S. White Chapel, Southlake, Texas 2) Land Owner: NMEM Ltd. 1201 Champions Way Southlake, TX 76092 Mr. Edward Moayyad Tel: 817-329-9199 The BMCS has leased the existing red brick building located at 190 S. White Chapel for a period of 12 months with an option to extend month to month until such time as the owner decides to move forward with planned development and/or the BMC has completed construction of a new facility on 3 acres of land purchased earlier this year at 930 E. Dove Road in Southlake. There are no plans to remain at the leased property longer than 12 to 18 months. The sign will be constructed as follows: 1) Base: Steel post anchored in concrete 2) Supports: Steel post to be framed and covered in wood trim in style depicted 3) Colors: Frame will be constructed from wood and painted in gloss white enamel, sign faces will be constructed of blue aluminum panels with white vinyl letters. The sign will be located on the property as depicted in the plat drawings and aerial photo view. Upon lease termination the sign and all supporting structure will be removed by the Church. A variance to Sign Ordinance No. 704-B is requested considering the short duration and expense involved in erecting and demolishing a masonry monument sign.
