Item 7FCity of Southlake Department of Planning S T A F F R E P O R T September 27, 2006 ZA06-151 CASE NO: Specific Use Permit to allow a mass gathering event for the Southlake Carroll PROJECT: Homecoming Parade REQUEST: Southlake Town Square is requesting approval of a specific use permit to allow a mass gathering event for the Southlake Carroll Homecoming Parade. The event is scheduled for Wednesday, October 18, 2006. The parade will begin at 6:30 p.m. with the set-up for the parade beginning at 2:30 p.m. The parade route will begin in the parking lot north of the soon to be completed Hilton and continue south along Grand Avenue before turning on Fountain Place between the gazebo and the Rustin Park. Duration of Event: October 18, 2006 Hours of Event: 6:30 p.m. (set up begins at 2:30 p.m.) Parking: Within the Southlake Town Square development The request for the Specific Use Permit for a Mass Gathering event stems from a requirement in Section 45.14 of the city’s Zoning Ordinance. Southlake Boulevard and N. Carroll Avenue and encompasses all of Southlake Town Square, Phases I and IV. LEGAL DESCRIPTION: Southlake Town Square, Phases I & IV LAND USE CATEGORY: Town Center CURRENT ZONING: “DT” Downtown District HISTORY: Southlake Town Square has been a popular venue for several community events since its inception in 1999.
