Item 7PCity of Southlake Department of Planning STAFF REPORT August 30, 2006 CASE NO: ZA06 -109 P ROJECT: Revised Site Plan for Lot 2, Block 4R, Southlake Town Square Addition REQUEST: Cooper & Stebbins, L.P. is requesting approval of a revised site plan for the proposed Verizon Experience store. The store is proposed at 1460 Main Street. The proposal will replace two existing first floor store fronts with a single store front. The applicant has indicated that they intend to move the existing street tree in front of the store to the west. The color rendering shows the tree to be relocated to the western edge of the planter island. Staff recommends that the applicant guarantee survivability of the tree for at least two (2) years after relocation. Also, any relocation of the tree must be approved by City Council. Architectural elements: Architectural elements shall be designed to the appropriate scale and proportions of the selected architectural style. Building entrances should help define the pedestrian environment and may be defined by architectural elements. All building elements should be compatible with the architectural style, materials, colors, and details of the building as a whole. Storefronts: Storefronts on facade treatments that span multiple tenants shall use architecturally compatible materials, colors, details, awnings, signage and lighting fixtures. The proposed storefront eliminates the existing storefront architectural elements and replaces the existing traditional architectural storefront facade with an art -deco style. In addition, the proposed glass storefront does not sufficiently articulate the display windows. Staff recommends the addition of vertical mullions to break up the single glass storefront. Staff recommends applicant to provide samples of the proposed awning material and color at the Planning and Zoning Commission and City Council meetings. Other Comments The applicant has verbally indicated that they intend to move the existing street tree in front of the facade to the west in the same planting bed. However, the applicant has not submitted any plans or drawings details in support of such a request. Any change in landscaping would require City Council approval of the new landscape plan after Planning and Zoning Commission recommendation. Also, the applicant must provide the City a guarantee that the tree will survive for a minimum of two (2) years after the relocation.
