Price, P.E., Director of Public Works, x8097 SUBJECT: Stormwater Utility: Council Workshop Action Requested: City Council to determine a maximum monthly storm water utility rate that will be considered in the public hearings in October 2006. Authorize City Staff to publish this fee in the newspaper of record along with the establishing Stormwater Utility Ordinance. State law requires that the public hearing notice, proposed utility ordinance and proposed rate ordinance be published 30 days prior to the public hearings to consider the Stormwater utility. Background Information: The purpose of the Stormwater Utility is to create an enterprise fund that will generate revenue to fund stormwater projects throughout the city. This Stormwater Utility will address existing flooding, drainage, and water quality issues. As of 2006, there were 38 other cities in the North Texas area with established stormwater utilities. Public Works has identified $52,093,000 worth of stormwater projects city wide. These projects were identified through a combination of citizen web surveys, the city's work order system, and review of critical structures and modeling of the major watersheds within the city. These projects were categorized as localized, primary or secondary depending on their area of impact. Factors such as the likelihood of flooding, amount of flooding, erosion and project cost were considered in establishing the anticipated priority for implementation. Financial Considerations: Stormwater charges among local cities for residential properties similar to those in Southlake average over $5 per month and range from a low of $1 to $20 per month. The City of Colleyville, for example, charges a flat $7.00 fee per residential parcel per month. Non - residential properties are calculated on an individual basis relative to the impervious portion of the specific property. Staff Recommendation: Staff recommends that City Council instruct staff to publish a proposed maximum Stormwater Fee of $8.50 per residential parcel per month and corresponding commercial rate per square foot per month in the Star Telegram.
