-A change of zoning from "AG" to "S -P -2" with an associated concept plan
was approved by City Council on February 7, 2006 (Case # ZA05 -091).
Master Thoroughfare Plan
The Master Thoroughfare Plan recommends Southlake Boulevard to have 130
feet of right -of -way. Adequate right -of -way exists for this roadway.
Existin- Area Road Network and Conditions
Stonebridge Park Phase 2 is proposing a street that will intersect with W.
Southlake Boulevard. The applicant received approval for the street to have a
right -of -way width of 40 feet with 10 -foot utility easements on either side in
lieu of the standard right -of -way width of 60 feet for commercial streets. All
lots in the development will have access onto the proposed street.
W. Southlake Boulevard is a five -lane, undivided thoroughfare with a
continuous, two -way, center left -turn lane. The roadway is currently being
resurfaced and re- striped to be a seven -lane roadway.

According to the Master Pathways Plan, an 8 -foot multi -use trail is planned
adjacent to the development along W. Southlake Boulevard and along the creek

channel. The trails were shown on the concept plan.
WATER & SEWER: An 8 -inch water line currently exists along the north side of W. Southlake
Boulevard adjacent to this lot. The applicant is proposing to extend a 6 -inch
sanitary sewer line from the west.
TREE PRESERVATION: No "Quality" trees are existing on Lot 1, and thru the southern portion of Lot
4. The only existing trees are within the area of the existing creek channel and
on the adjoining east property. The submitted plans do not propose any grading
or alterations to any existing trees on the property.
DRAINAGE ANALYSIS: The northern portion of the development will drain directly into the existing
creek which runs through the site. Drainage from the southern portion of the
development will flow to the proposed storm drain inlets which drain to the
proposed detention pond at the center of the development.
SOUTBLAKE 2025: Mobility Plan & Trail Plan Recommendations
A sidewalk is recommended along the common access easement to provide
pedestrian access to Stonebridge Park to the east.
P &Z ACTION: July 20, 2006; Approved (5 -0) subject to Plat Review Summary No. 3, dated
July 14, 2006.
COUNCIL ACTION: August 1, 2006; Approved (6 -0) to table the item until the August 15, 2006
meeting.

CITY STAFF HAS REVIEWED THE ABOVE REFERENCED PROJECT RECEIVED BY THE CITY ON 07/10/06 AND WE
OFFER THE FOLLOWING STIPULATIONS. THESE STIPULATIONS ARE HEREBY MADE CONDITIONS OF PLAT
APPROVAL UNLESS SPECIFICALLY AMENDED BY THE CITY COUNCIL. IF YOU HAVE ANY QUESTIONS OR NEED

All preliminary plats must comply with the underlying zoning district regulations, approved concept
plan and /or site plan.
2. The following changes are needed with regard to easements:
a. Provide all easements necessary for compliance with the approved construction plans for
this development. This includes streets and ROW, water, sewer and /or drainage. Ensure
that adequate easements for franchise utilities are provided. All easements should be placed
such that it minimizes or eliminates negative impacts on existing tree cover.
b. Although the City' subdivision ordinance requires general utility easements along the
perimeter boundary of the property, staff recommends that these general and franchise
easements only be provided where needed to adequately serve the lots and future extension
of services and be placed in a manner that minimizes or eliminates negative impacts on
existing tree cover and natural features.
Provide a pedestrian access easement of adequate width to fully contain and maintain any
public sidewalk which extend outside of the public ROW into a private lot area. This needs
to include sidewalk extensions into the east boundary.
INFORMATIONAL COMMENTS
All final plats filed must include two intervisible boundary corners of the site geo- referenced by state
plane coordinates in accordance with section 8.03(B) of the Subdivision Ordinance No. 483, as
amended. Upon submittal of the final plat and prior to acceptance of the subdivision by the City, a
digital computer file of the subdivision must be provided in accordance with Section 8.04 of Ordinance
No. 483.

A "Certificate of Taxes Paid" indicating that there are no delinquent taxes owed on the subject property
from each taxing authority must be provided to the City prior to filing any final plat in the County
records. A copy of this information may be obtained from the Tarrant county Tax Assessor /Collector's
Office located at 100 E. Weatherford St. in Ft. Worth (across from the old red courthouse). There is a
service charge of $10 per account for this certificate. For more information contact the
Assessor /Collector's office at (817) 884 -1103.
* A Developers Agreement is required prior to construction of any public infrastructure. The Developer's
Agreement for this addition should consider streets, drainage, park dedication requirements and fees,
off -site sewer extensions, off -site drainage and utility easements and impact fees.
* All development must comply with the City's Drainage Ordinance No. 605 and detain all post
development run -off.
* On final plats, provide a minimum finish floor elevation on all lots adjacent to or encumbered by an
open drainage channel and /or floodplain, minimum finish floor elevations must be a minimum of 2
feet above the 100 year storm water surface elevation. (Contact the City Engineering staff)
* A permit from TxDOT must be obtained prior to any curb cut along F.M. 1709.
* The zoning and concept plan approval for this property requires that a cross access and reciprocal
parking agreement must be filed of record and a recorded copy provided to the City prior to issuance
of a building permit. So that this does not become an issue in hold the release of the permits, staff
recommends that this be recorded soon following the plat recording.
* Any plan revisions or supplemental information required following a Planning and Zoning
Commission or City Council hearing must be submitted to the City Planning Department no later
than 5:OOPM the following Monday. A minimum of twelve (12) full size copies and one (1) 11" x
17" reduction is required for any plans. If not received by the deadline, the application may be
tabled until the next meeting agenda.
A fully corrected plan that includes all associated support plans /documents and conditions of approval
is required before any ordinance or zoning verification letter publication or before acceptance of any
other associated plans for review. Plans and documents must be reviewed and stamped "approved" by
the Planning Department.
The applicant should be aware that prior to issuance of a building permit a Plat must be processed and
filed in the County Plat Records, and a site plan, landscape plan, irrigation plan, and building plans,
must be submitted for approval and all required fees must be paid. This may include but not be limited
to the following fees: Park Fee, Perimeter Street Fee, Water & Sewer Impact and Tap Fees, and
related Permit Fees.
