The property is located at 2502 W. Southlake Boulevard. The proposed site plan complies with the City Council approved Concept Plan for this development (Case ZA05 -091 on February 7, 2006). Southlake Boulevard LEGAL DESCRIPTION LAND USE CATEGORY CURRENT ZONING HISTORY: TRANSPORTATION ASSESSMENT: Case No. ZA 06 -075 Tract 2F, Jesse G Allen Survey, Abstract No. 18 Low Density Residential with a T -1 Transition option "S -P -2" Generalized Site Plan District -A change of zoning from "AG to "S -P -2" with an associated concept plan was approved by City Council on February 7, 2006 (Case # ZA05 -091). Master Thoroughfare Plan The Master Thoroughfare Plan recommends Southlake Boulevard to have 130 feet of right -of -way. Adequate right -of -way exists for this roadway. Existinz Area Road Network and Conditions Stonebridge Park Phase 2 is proposing a street that will intersect with W. Southlake Boulevard. The applicant received approval for the street to have a right -of -way width of 40 feet with 10 -foot utility easements on either side in lieu of the standard right -of -way width of 60 feet for commercial streets. All lots in the development will have access onto the proposed street. W. Southlake Boulevard is a five -lane, undivided thoroughfare with a continuous, two -way, center left -turn lane. The roadway is currently being resurfaced and re- striped to be a seven -lane roadway. May, 2005 traffic counts on W. Southlake Boulevard * *Retail numbers are based on the "Quality Restaurant' land use category PATHWAYS MASTER PLAN: According to the Master Pathways Plan, an 8 -foot multi -use trail is planned adjacent to the development along W. Southlake Boulevard and along the creek channel. The trails were shown on the concept plan. WATER & SEWER: An 8 -inch water line currently exists along the north side of W. Southlake Boulevard adjacent to this lot. The applicant is proposing to extend a 6 -inch sanitary sewer line from the west. TREE PRESERVATION: No "Quality" trees are existing on Lot 1, and thru the southern portion of Lot 4. The only existing trees are within the area of the existing creek channel and on the adjoining east property. The submitted plans do not propose any grading or alterations to any existing trees on the property. DRAINAGE ANALYSIS: Drainage on these lots will flow to the north to the proposed storm drain inlets which drain to the detention pond at the center of the development. SOUTHLAKE 2025: Mobility Plan & Trail Plan Recommendations A sidewalk is recommended along the common access easement to provide pedestrian access to Stonebridge Park to the east. P &Z ACTION: July 20, 2006; Approved (5 -0) subject to Site Plan Review Summary No. 3, dated July 14, 2006.
