REQUEST: Realty Capital Corp. is requesting approval of a site plan for 3 office buildings on Lot 4
(totaling ± 9,000 sq. ft.) and one retail building (± 5,800 sq. ft.) on Lot 1. The property
is located at 2502 W. Southlake Boulevard. The proposed site plan complies with the
City Council approved Concept Plan for this development (Case ZA05 -091 on
February 7, 2006).

-A change of zoning from "AG to "S -P -2" with an associated concept plan
was approved by City Council on February 7, 2006 (Case # ZA05 -091).
Master Thoroughfare Plan
The Master Thoroughfare Plan recommends Southlake Boulevard to have 130
feet of right -of -way. Adequate right -of -way exists for this roadway.
Existinz Area Road Network and Conditions
Stonebridge Park Phase 2 is proposing a street that will intersect with W.
Southlake Boulevard. The applicant received approval for the street to have a
right -of -way width of 40 feet with 10 -foot utility easements on either side in
lieu of the standard right -of -way width of 60 feet for commercial streets. All
lots in the development will have access onto the proposed street.
W. Southlake Boulevard is a five -lane, undivided thoroughfare with a
continuous, two -way, center left -turn lane. The roadway is currently being
resurfaced and re- striped to be a seven -lane roadway.

times on W. Southlake Boulevard

PATHWAYS MASTER
PLAN: According to the Master Pathways Plan, an 8 -foot multi -use trail is planned
adjacent to the development along W. Southlake Boulevard and along the creek
channel. The trails were shown on the concept plan.
WATER & SEWER: An 8 -inch water line currently exists along the north side of W. Southlake
Boulevard adjacent to this lot. The applicant is proposing to extend a 6 -inch
sanitary sewer line from the west.
TREE PRESERVATION: No "Quality" trees are existing on Lot 1, and thru the southern portion of Lot
4. The only existing trees are within the area of the existing creek channel and
on the adjoining east property. The submitted plans do not propose any grading
or alterations to any existing trees on the property.
DRAINAGE ANALYSIS: Drainage on these lots will flow to the north to the proposed storm drain inlets
which drain to the detention pond at the center of the development.
SOUTHLAKE 2025: Mobility Plan & Trail Plan Recommendations
A sidewalk is recommended along the common access easement to provide
pedestrian access to Stonebridge Park to the east.
P &Z ACTION: July 20, 2006; Approved (5 -0) subject to Site Plan Review Summary No. 3,
dated July 14, 2006.
COUNCIL ACTION: August 1, 2006; Approved (6 -0) to table the item until the August 15, 2006
meeting.

Permitted Uses
This property shall be limited to the permitted uses as found in the "C -2" Neighborhood
Commercial District as amended in the Comprehensive Zoning Ordinance No. 480 except for the
following uses:
• No Drugstores
• No Frozen Food Lockers for individual or family use, not including processing of food
except cutting or wrapping
• No Grocery Stores and Meat Markets without size limitations
• No Cafeterias, Fast Food, and "Take -Out" food restaurants
• No Tires, Batteries, and Automobile accessory sales
Development Rezidations
This property shall be subject to the development regulations for "C -2" Commercial, and all
other applicable regulations with the following exceptions:
An overall parking ratio of 1 space per 193 square feet of building area shall be used in
calculating required parking for the entire site, including on- street parking. Parking shall
be considered as a whole instead of based on individual spaces for each lot in order to
provide a consistent feel and architectural standard for the overall development. All
Tenants and /or Buyers for the development will sign a shared parking clause /easement in
their respective lease /sale agreements as mutually approved by us and the City Attorney.
• Fencing along the western property line will be 6' wrought iron.

1. Label all lot boundary bearings, distances and curve data. There are a few missing.
2. Label the closet distance from building to each property line. Building 4A & 4C are missing a ties
to the nearest points along the south and north two property lines respectively.
Staff recommends that a color rendering that includes the entry wall/landscape and perspective of
the building be provided for presentation purposes.
4. Provide a site grading plan showing proposed contours at intervals not exceeding two (2) feet.
Spot elevations must be shown at all critical points, including but not limited to edges of pavement,
curb returns, building corners, drainage paths, etc. Include directional flow arrows in all flow lines,
and all existing drainage structures labeled with size, type and flow line elevation. Also show
centerline of water courses and existing drainage easements.
Provide a sidewalk along the common access easement extending into the adjoining Stonebridge
Park.
6. Provide the trail along the creek as required by the approved concept plan for Stonebridge park
Phase II
7. Indicate locations of stop signs on River Oaks Drive.
INFORMATIONAL COMMENTS
A fully corrected plan that includes all associated support plans /documents and conditions of
approval is required before any ordinance or zoning verification letter publication or before

acceptance of any other associated plans for review. Plans and documents must be reviewed
and stamped "approved" by the Planning Department.
All development must comply with the City's Drainage Ordinance No. 605 and detain all post
development run -off.
No review of proposed signs is intended with this site plan. A separate building permit is required
prior to construction of any signs.
All lighting must comply with the lighting ordinance No. 693, as amended.
* Insure that all mechanical equipment is screened in accordance with Ord. 480, Sect. 43.9.
* The applicant should be aware that prior to issuance of a building permit a Plat must be processed
and filed in the County Plat Records, a fully corrected site plan, landscape plan, irrigation plan, and
building plans, must be submitted for approval and all required fees must be paid. This may include
but not be limited to the following fees: Park Fee, Perimeter Street Fee, Water & Sewer Impact
and Tap Fees, and related Permit Fees.
A permit from TxDOT must be obtained prior to any curb cut along F.M. 1709.
The zoning and concept plan approval for this property requires that a cross access and reciprocal
parking must be filed of record and a recorded copy provided to the City prior to issuance of a building
permit. So that this does not become an issue in hold the release of the permits, staff recommends that
this be recorded soon following the plat recording.

Landscape Plans meet the minimum interior landscape and bufferyard requirements as required by the
Landscape Ordinance and bufferyard regulations.
Tree Conservation Plan and Analysis
No "Quality" trees are existing on Lot 1, and thru the southern portion of Lot 4. The only existing trees
are within the area of the existing creek channel and on the adjoining east property. The submitted
plans do not proposed any grading or alterations to any existing trees on the property.
