P ROJECT: Specific Use Permit for the Sale of Alcoholic Beverages at Stampede Sports Aren
REQUEST: Stampede Sports Arena is requesting approval of a specific use permit for the sale of
alcoholic beverages at their sports arena located at 250 Players Circle in the Players
Circle development.
The business requesting the permit for alcohol sales owns the property. There is no
lease term on the request. The applicant is planning on serving alcohol in an area
adjacent to the larger playing field. Entrance to this area is proposed to be restricted by
fencing and signage.
At the June 8, 2006 Planning and Zoning Commission meeting, the applicant indicated
that alcohol sales would take place during adult leagues and after 2:00 pm on Saturdays
and Sundays.
The Planning and Zoning Commission recommended the approval of the permit (3 -2)
noting that the permit is for the business only. If approved, staff recommends a time
limit placed on the application in lieu of restricting it to a specific business. Placing
such a time limit would allow City Council to monitor the situation and evaluate the
application at a later time.

RESOLUTION NO. 06 -039
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR
THE SALE OF ALCOHOLIC BEVERAGES ON PROPERTY WITHIN
THE CITY OF SOUTHLAKE, TEXAS, LOCATED AT 250 PLAYERS
CIRCLE, BEING LEGALLY DESCRIBED AS LOT 5, BLOCK 1,
PLAYERS CIRCLE ADDITION, MORE FULLY AND COMPLETELY
DESCRIBED IN EXHIBIT "A ", AND AS DEPICTED ON THE
APPROVED SITE PLAN ATTACHED HERETO AND
INCORPORATED HEREIN AS EXHIBIT "B" AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for the sale of alcoholic beverages has been requested by a person
or corporation having a proprietary interest in the property zoned as "C -3" General Commercial District; and,
WHEREAS, in accordance with the requirements of Sections 45.1 (1) and 45.6 of the City's
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have given the
requisite notices by publication and otherwise, and have afforded the persons interested and situated in the
affected area and in the vicinity thereof, and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific Use
Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for the sale of alcoholic beverages on the property located at
250 Players Circle, being legally described as Lot 5, Block 1, Players Circle Addition, an addition to the City of
Southlake, Tarrant County, Texas, as recorded in Cabinet A, Slides 10974 & 10975, Plat Records, Tarrant
County, Texas, more fully and completely described in Exhibit "A ", and as depicted on the approved site plan
attached hereto and incorporated herein as Exhibit `B" and providing an effective date, subject to the
provisions contained in the comprehensive zoning ordinance and the restrictions set forth herein. The

following specific requirements and special conditions, if any, shall be applicable to the granting ofthis Specific
Use Permit:

This resolution shall become effective on the date of approval by the City Council.
