MINUTES
CITY COUNCIL PRESENT Mayor Andy Wambsganss, Mayor Pro Tern Carolyn Morris,
Deputy Mayor Pro Tern John Terrell, and Councilmembers: Laura K. Hill, Gregory Jones, and
Virginia M. Muzyka.
CITY COUNCIL ABSENT Councilmember Vernon Stansell.
STAFF PRESENT City Manager Shana Yelverton, Deputy City Manager Jim Blagg, Assistant
to the City Manager Ben Thatcher, Director of Community Services Steve Polasek, Director of
Economic Development Greg Last, Director of Finance Sharen Jackson, Director of Human
Resources Kevin Hugman, Director of Planning Ken Baker, Director of Public Safety Rick
Smith, Chief of Fire Services Robert Finn, Chief of Police Services Wade Goolsby, Director of
Public Works Bob Price, Library Administrator Kerry McGeath, and City Secretary Lori
Farwell.
Agenda Item No. 1, Opening comments Mayor Wambsganss called the meeting to order at 6:10
p.m. and made introductory comments.
Agenda Item No. 2, Discussion: Budget and policy issues. Director Jackson presented
information on financial trends and forecasts to Council. She discussed property values, general
fund tax revenue per capita, residential building permits trend, and general fund expenditures.
Director Hugman made introductory comments regarding the current compensation and
classification structure. He reviewed the intended scope of work for proposed new structure. He
introduced Ruthanne Ellis, Senior Consultant for The Waters Consulting Group, Inc., who
discussed the methodology and presented the project overview including job and pay structure
evaluations. Ms. Ellis discussed the project approach, communication strategy, new job
description specifications, grading of jobs, labor market identification and definition, benchmark
jobs, benefits review, and market analysis results. She also reviewed their recommendations and
introduced Nicole Park was also part of her team on this project.
City Secretary Farwell presented information on open government training to Council and
discussed the specific requirements of Senate Bill 286.
Mayor Wambsganss called for a short break at 7:15 p.m. and reconvened the meeting at 7:22
p.m.

Director Smith presented information on DPS organization status. He gave preliminary
information on the Community Initiatives Unit implemented December 2005. The unit is
meeting with businesses to help prevent shoplifting and burglaries. He also discussed traffic
enforcement results. Police Chief Goolsby discussed the speeding issues in various
neighborhoods and streets.
Council discussed gated driveways and garage areas on residential properties. Councilmember
Jones asked if staff could provide more information on this subject including safety statistics and
the value or usefulness of rumble strips in neighborhoods.
Director Smith discussed preliminary plans for a new DPS East Facility on Carroll Avenue and a
proposed north facility for fire /police training and fire station.
Director Smith discussed joint participation with the City of Keller for a combined jail and
dispatch.
Mayor Wambsganss called for a short break at 8:00 p.m. and reconvened the meeting at 8:10
p.m.
Director Polasek presented and discussed the city volunteer program including short term
projects, long term projects, and marketing ideas.
Agenda Item No. 3, Adjournment. The first day of the June Retreat was adjourned at 8:29 p.m.
