Item 10FUlty of louthlalCe, 1 exas MEMORANDUM June 14, 2006 TO: 111 SUBJECT: Shana Yelverton, City Manager Sharen Jackson, Director of Finance Resolution No. 06 -016, Amending Fee Schedule Action Requested: City Council approval of Resolution No, 06 -016, amending the City Fee Schedule Background Information: The following are the requested fee amendments: Increase in ambulance transport fee from $300 to $855, According to an article in Fort Worth Star Telegram. in January 2006, Keller, Bedford, Colleyville, Euless and Richland Hills have all adopted an $855 transport fee and Intermedix is currently providing professional services for the cities, The article cited fees from 12 surrounding cities, with Southlake being the lowest with a $300 transport fee and the highest fee was $1,115 for emergency transport. Our current transport fee of $300 only recovers approximately 18.4% of the estimated cost per transport while if the proposed fee of $855 is adopted our cost recovery would increase to 52.5 %. New fee for comprehensive plan amendment applications. Historically, the city has not charged for the applications, however with the increase in applications and staff time required to process the application staff' is recommending assessing the fee. Also, based on our survey of other cities $300 is the lowest common fee. Increase the off -duty hourly rate from $25 to $32.50 and add an administrative fee of 10 %. Historically, the city had not charge an administrative for the administration of the off-duty program, Due to the time required to administer the program (billing, scheduling and processing checks) staff is recommending add an administrative fee. Financial Considerations: The proposed amendments to the fee schedule include the following items: ■ Ambulance transport fee of $855 (increase from $300); ■ Comprehensive Plan Amendment (Map and/or Text) application (new fee); ■ Police off -duty $32.50 per hour plus 10% administrative fee (increase from $25 per hour and new administrative fee) Shana Yelverton, City Manager May 30, 2006 Page 2 Citizen Input/ Board Review: None required Legal Review: None Alternatives: Approve, deny or modify amendments to the City of Southlake Fee Schedule Supporting Documents: Supporting documents include the following items: ■ Resolution No. 06 -106 Copy of a redline / strikethrough version of the City of Southlake Fee Schedule, highlighting the proposed amendments.
