Fall Festival
REQUEST: Gateway Church is requesting approval of a specific use permit to allow a mass
gathering event for the Gateway Church Fall Festival to be located at Dragon Stadium,
1085 S. Kimball Avenue.
The Fall Festival is planned to be held on October 31, 2006 from 6 p.m. to 9 p.m. in the
parking lot of Dragon Stadium. The event anticipates an attendance of approximately
10,000 to 12,000 persons. There will be tents, inflatables, games /booths, food court,
first -aid station with a nurse, information booth, and lost and found. The restroom
facilities of the stadium will be open for use at the event.
Date of Event: October 31, 2006
Hours of Operation: 6:00 p.m. to 9:00 p.m.
Estimated Attendance: 10,000 to 12,000
Lighting: Parking lot lighting, stadium lights, & 6 light towers
Parking: North parking lot to be open for parking
Traffic: 7 — 10 off -duty officers
Trash Disposal: Stadium trash facilities, trashcans located throughout
parking lot

P &Z ACTION: June 8, 2006; Approved (5 -0) as presented.
STAFF COMMENTS: The City Council shall consider the following in determining whether to grant a
Specific Use Permit for a mass gathering event according to the Comprehensive
Zoning Ordinance No. 480, Section 45.14c, as amended:
1. whether there is convenient and safe access for the ingress and egress of
pedestrians and vehicular traffic;
2. whether sufficient traffic control personnel is proposed to insure safety to
all members of the traveling public, including pedestrians, along all public
roadways in the proximity of the mass gathering and /or along which the
public is likely to travel to reach the mass gathering areas shall be provided;
3. whether the mass gathering area is well drained and so arranged to provide
sufficient space for persons assembled, vehicles, sanitary facilities, and
appurtenant equipment;
4. whether sufficient illumination will be provided at night to protect the safety
of the persons assembled;
5. whether adequate parking areas, including disabled persons' parking spaces,
shall be provided for persons arriving by vehicular means. If the promoter
proposes to utilize temporary off -site parking, then the promoter the mass
gathering event the off -site temporary parking area will not be utilized for
purposes other than the mass gathering event; and
6. whether adequate provisions have been made for food supply, medical
assistance, garbage disposal, water supply, parking, sanitation and toilet
facilities, vermin control, and safety.

The City Council may establish specific conditions depending upon the nature
of the proposed event and traffic, health and safety issues according to
Ordinance 480, Section 45.14.a, as amended.

The 2006 Gateway Fall Festival will be in the parking lot of Dragon Stadium. A contract has been signed with
the Carroll Independent School District to use the parking lot and restroom facilities. Because there were
approximately 8,000 in attendance last year at the church, we need more room and parking for this year's event.
Therefore, the stadium will fulfil this need, We anticipate a crowd of 10,000 to 12,000 this year. There will be
an admission fee of $2 each (ages I and up) to help cover costs. Children five and under will have games
especially for their age under the cover of the guest bleachers, There will be access to the restrooms at the
stadium. There will be a central location for a nurse for first aid, information and lost and found. There will be
signs to that effect.
The parking lot will contain tents in three sections measuring 10' and 15' wide with a total length of 400' to be
erected by Live Wire Special Events. The application for the tent permit has been submitted to the City. There
will be games only inside the tents, including agility and skill games. There will also be several games /booths
spread over the parking lot, including face painting and toss games.
We will have the following inflatables and rentals (29 total): Potty Racers, Twin Spin, Moonwalk, and
Clubhouse Combo, provided by Air Jump, Inc.; 2 trackless trains provided by All Occasion Performers; Sports
Arena, Laser Maze, Kiddie Striker, Caterpillar Crawl, Deluxe Obstacle Course, Bungee Run, popcorn
machines, cotton candy machines and spin art machines, provided by All Star Party Service; Giant Slide and
.Jungle Bounce House provided by America's Inflatables; a petting zoo and pony ride provided by Ponies &
Pals, Inc.; Power Mountain Climb, Derby Bounce Horses, Money Machine, .Jumbo Jet Funhouse, Noah's Ark
Challenge, Wild West Shooting Gallery, and Golf Distance Caddy, provided by Texas Sumo Game Rental. The
majority of the rentals will be run and supervised by employees of the inflatable companies, Each company
will provide sufficient power (generators) for each rented item.
We will have cotton candy and popcorn available free of charge as well as spin -art machines. Pizza, BBQ, soft
drinks and bottled water will be available for purchase from Cici's Pizza and Cottonbelt BBQ. Each vendor is
responsible for obtaining the appropriate permits from the City.
In addition to regular parking lot lighting, the stadium lights will be on and we are renting six light towers.
Barricades will block traffic from any and all pedestrian areas, but all areas will be accessible to fire and
emergency vehicles, There will be 7-10 off duty officers to help with traffic and crowd control.
The ISD Facilities Department will take care of all refuse on a timely basis throughout the evening and clean up
after the festival has ended.. Trashcans will be located throughout the parking lot, convenient to the public.
All church property will be removed and all vendors will pick up their equipment at the conclusion of the event.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR
A MASS GATHERING EVENT FOR THE GATEWAY CHURCH FALL
FESTIVAL ON PROPERTY WITHIN THE CITY OF SOUTHLAKE,
TEXAS, LOCATED AT DRAGON STADIUM, 1085 S. KIMBALL
AVENUE, BEING LEGALLY DESCRIBED AS LOT 1, BLOCK 1,
CARROLL I.S.D. NO. 6 ADDITION, MORE FULLY AND
COMPLETELY DESCRIBED IN EXHIBIT "A ", AND AS DEPICTED
ON THE APPROVED SITE PLAN ATTACHED HERETO AND
INCORPORATED HEREIN AS EXHIBIT "B" AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a mass gathering event for the Gateway Church Fall Festival
has been requested by a person or corporation having a proprietary interest in the property zoned as "S -P -1"
Detailed Site Plan District; and,
WHEREAS, in accordance with the requirements of Sections 45.1 (37) & 45.14 of the City's
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City Council have given the
requisite notices by publication and otherwise, and have afforded the persons interested and situated in the
affected area and in the vicinity thereof, and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific Use
Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a mass gathering event for the Gateway Church Fall
Festival on the property located at Dragon Stadium, 1085 S. Kimball Avenue, being legally described as Lot 1,
Block 1, Carroll L S.D. No. 6 Addition, an addition to the City of Southlake, Tarrant County, Texas, according
to the plat recorded in Cabinet `A', Slides 6413 & 6414, Plat Records, Tarrant County, Texas, more fully and

completely described in Exhibit "A ", and as depicted on the approved Site Plan attached hereto and
incorporated herein as Exhibit `B" and providing an effective date, subject to the provisions contained in the
comprehensive zoning ordinance and the restrictions set forth herein. The following specific requirements and
special conditions shall be applicable to the granting of this Specific Use Permit:

SECTION 2.
This resolution shall become effective on the date of approval by the City Council.
