City of Southlake Department of Planning STAFF REPORT June 2, 2006 CASE NO PROJECT REQUEST ZA06 -073 Revised Site Plan for Lot 2R, Block 3R2, & Lot 7, Block 4R1, Southlake Town Square Phase IV — Grand Avenue District — Robb & Stuckv Cooper & Stebbins, L.P. is requesting approval of a revised site plan for Lot 2R, Block 3R2, & Lot 7, Block 4R1, Southlake Town Square Phase IV — Grand Avenue District. The primary purpose of the revision is to receive approval of the following items within this phase: • Building elevations for a store of approximately 26,359 square feet with a partial second floor located north of the existing Crate & Barrel (Building GA -14); • An increase in square footage of Building GA -1 by approximately 2,000 square feet. The addition is needed to accommodate a national retail tenant and will be extended on the east fagade which is interior to the block (no direct visibility from a public street). The fagade will match the existing fagade (see photograph and elevations in Attachment `C' of this report). Approximately 10 parking spaces will be eliminated and replaced by building and loading area. The Grand Avenue district will still have a surplus of 300 parking spaces. ACTION NEEDED: 1. This request encompasses one modification from, and one addition to, Council's prior approvals for the Grand Avenue District which is generally described as follows: Building GA -14 The Site Plan was approved for a single story, 20,000 sf store located north of the existing Crate & Barrel. At that time, elevations had not been finalized and as a result were not submitted as a part of the original application. Subsequently elevations have been developed and are included in the request before you. In addition to the elevations, the building has been increased in size to include a partial second story (increasing total square footage to 26,359 square feet) as shown on the enclosed site plan and parking tabulations. Building GA -1 The square footage of Building GA -1 has been increased by approximately 2,000 sf to accommodate a lease which is under negotiation with a national retailer. The additional building area will be achieved by extending their space to the east approximately 36' as shown on the enclosed site plan. The additional building area will be designed to match the existing side and rear elevations of the building as well as maintain the same building height. This results in a reconfiguration of the parking behind the building, which is shown on the site plan and also reflected in the parking area table. The Grand Avenue District, which opened on April 8, 2006 has proven to be highly additive to the existing environment. The request before you will further enhance this expansion, and for the reasons set forth herein, approval of the enclosed Revised Site Plan is respectfully requested.
