MEMORANDUM
May 30, 2006
TO:
FROM:
SUBJECT:
Shana Yelverton, City Manager
Sharen ,Jackson, Director of Finance
Resolution No. 06 -016, Amending Fee Schedule
Action Requested: City Council approval of Resolution No. 06 -016, amending the City Fee
Schedule
Background
Information: The following are the requested fee amendments:
Increase in ambulance transport fee from $300 to $855. The amendment
would only be required if Intermedix professional service agreement is
approved. According to an article in Fort Worth Star Telegram in January
2006, Keller, Bedford, Colleyville, Euless and Richland Hills have all
adopted an $855 transport fee and Intermedix is currently providing
professional services for the cities. The article cited fees from 12
surrounding cities, with Southlake being the lowest with a $300 transport
fee.
New fee for comprehensive plan amendment applications. Historically, the
city has not charged for the applications, however with the increase in
applications and staff time required to process the application staff is
recommending assessing the fee. Also, based on our survey of other cities
$300 is the lowest common fee.
Increase the off-duty hourly rate from $25 to $32.50 and add an
administrative fee of 10 %. Historically, the city had not charge an
administrative for the administration of the off-duty program. Due to the
time required to administer the program (billing, scheduling and processing
checks) staff is recommending add an administrative fee.
Financial
Considerations: The proposed amendments to the fee schedule include the following items:
M Ambulance transport fee of $855 (increase from $300);
x Comprehensive Plan Amendment (Map and/or Text) application (new fee);
■ Police off -duty $3250 per hour plus 10% administrative fee (increase from
$25 per hour and new administrative fee)

body chooses to recover such costs, a charge shall be made in accordance with the methodology described in
paragraph (3) of this subsection.. Although an exact calculation of costs will vary, the use of a standard charge will
avoid complication in calculating such casts and will provide uniformity for charges made statewide
(2) An overhead charge shall not be made for requests for copies of 50 pages or fewer of standard paper records
(3) The overhead charge shall be computed at 20% of the charge made to cover any personnel costs associated with a
particular request Example: if one hour of personnel (programming, other personnel at a combination of bath) is used
for a particular request, the formula would be as follows: 3I S.00 x 20 = S3.00, or 526 00 x 20 = S5, 20; or 341 00
