Below is a brief summary of the steps city staff is taking to comply with H.B. 914:
1) Effective late January 2006 the following statement is included in all requests for bids,
proposals or other solicitations for goods and services informing potential vendors of the
requirements to file the required questionnaire:
"A person or business, and their agents, who seek to contract or enter into an
agreement with the City, are required by Texas Local Government Code, Chapter
176, to file a conflict of interest questionnaire (FORM CIQ) which is available
online at www.ethics.state.tx.us The form must be filed with the City Secretary
no later than seven days after the date the person or business begins contract
discussions or negotiations with the City, or submits an application, responds to a
request for proposals or bids, correspondence, or other writing related to a
potential agreement with the City. Such persons and businesses, and their agents,
must also file an updated questionnaire not later than September I of each year in
which the person or business begins contract discussions or negotiations with the
City, or submits an application, responds to a request for proposals or bids,
correspondence, or other writing related to a potential agreement with the City, and
within seven days after the date of an event that would make a filed questionnaire
incomplete or inaccurate. An updated complete questionnaire is not required if the
person or business filed a questionnaire or updated questionnaire after .Tune 1 but
before September P.
All submittals are required to include a completed FORM CIQ. The form will be available on
the city website late March.
2) Listing of all city vendors is complete and ready for distribution to all Boards and Commission
members. The listing will also be available on the city's website late March.
3) Letters are currently being be prepared for distribution to all vendors to notify all active
vendors of the new requirement. The deadline to submit the form to Finance Department is
April 17, 2006.
4) City Secretary Office is working with the City Attorney Office to compile a summary of the
requirements of H.B. 914 that will be distributed to all Boards and Commission members.
S) City Secretary Office is currently working on a Q& A session for the Board and Commission
members to ask the City Attorney questions related to H,B. 914. We are anticipating having
the session in mid April.
