Item 6J13 SOUTHLAI<,,E CITY OF Department of Planning & Development Services STAFF REPORT May 14, 2008 CASE NO: ZA08 -019 PROJECT: Preliminary Plat for Statham /George Addition REQUEST: Four Peaks Development is requesting approval of a Preliminary Plat for Statham /George Addition, a residential development of 3 lots on approximately 3 acres located at 2980 Burney Lane. Lots for this development plan are based on existing tract boundaries of three tracts; therefore no additional lots are being created by this proposal. This plat and associated zoning change request is in response to concerns expressed by City Council and area residents at and before the February 5 City Council meeting for Lake Forest, a proposed 5 -lot residential development (ZA07 -133). The placement of the access road to Lake Forest was previously located on the southern property line of Lot 10, Block 2, Harbor Oaks Addition. This development proposes to move that single point of ingress / egress and utility access to the northern property line of Lot 10, Block 2, Harbor Oaks Addition. This road would service the five (5) Lake Forest lots, these three (3) lots, and two (2) existing lots to the north, totaling ten (10) lots. The specific purpose of this preliminary plat is to comply with the City's Subdivision Ordinance and receive approval of the proposed lot boundaries, streets and easements. A final plat must be approved and recorded in the County prior to issuance of any new building permits and in order to dedicate the proposed streets and easements. A variance to Right -Of -Way dedication is being requested. Boundaries represented must follow the deeded boundaries. Anything lying in a public ROW — either prescriptive or dedicated —can only be reclaimed by City Council approval of a quit claim / abandonment ordinance. 3. The following comments are in regard to labeling: a. Place the City case number ZA08 -019 in the lower right -hand corner of the plat. b. Provide the name & address for the record owner(s) & subdivider (if different) and the name, address and phone of the surveyor. c. Delete the approval blocks from the face of the plat. d. Label all Conservation Easements or Tree Conservation Easements in accordance with the proposed R -PUD zoning district e. The POB must be tied to a survey corner, previously filed subdivision corner, or USGS monument. f. Label existing zoning and Land Use Designation (LUD = ) on all adjacent properties. g. Revise "Burney Road" to "Burney Lane" h. Show and label all survey lines. i. Title Plat "Preliminary Plat" in the title block. j. Confirm that any existing structures are adequately off -set per zoning district setback regulations from the proposed lot lines. Provide a separate survey or dimensioned exhibit showing the location of any such structures or note that all such structures are to be removed. 4. The following comments are in regard to easements: a. Show and label the type, size and deed record of all existing easements on the property. Case No. Attachment D ZA08 -019 Page 1 b. Show the ultimate 100 -year floodplain limits and tie down the ultimate condition 100 -year floodway by metes and bounds. Designate the area inundated by the ultimate 100 -year storm as a drainage easement. 5. Show and label the existing R.O.W. with dimensions, i.e., public streets, highways, alleys, private street /drives, railroads, etc. Also provide dimensional centerline references to existing or approved street intersections on the perimeter of the subdivision or within 200 feet of the perimeter. 6. A septic analysis and plan approved by Tarrant County Health is required. 7. Show and label the 572 elevation contour and designate the area at and below that contour as Grapevine Lake Flowage Easement. 8. The public access road / easement must comply with the city's structural construction standards for a public street and is subject to City Engineer and Fire Marshal approval. Curb return radii must be minimum 30 -feet, inside curve must be minimum 30 -feet, and exterior curve must be 54 -feet radius. 9. It appears that additional row dedication is required in the southeast corner of the proposed Lot 1 in order to maintain a minimum 60' row for Burney Lane. Applicant proposes a public access drainage & utility easement in place of ROW dedication (Variance Requested), 10. Public roadway easement must be designated as drainage, utility, public access, and emergency access easement. We recommend this plat not be filed until the construction plans have been substantially approved. This will ensure adequate easements and finish floor elevations. Minimum finish floor elevations may be required pending review of construction plans.
