Item 5BCity of Southlake, Texas MEMORANDUM March 9, 2006 TO: Shana Yelverton, City Manager FROM: Steve Polasek, Director of Community Services SUBJECT: Consider award of bid to TruGreen LandCare for landscape maintenance of medians and City facilities in the amount of $35,619 Action Requested: City Council consideration of award of bid to TruGreen LandCare for landscape maintenance of medians and City facilities in the amount of $35,619 Background Information: The City currently contracts for right -of -way mowing and landscape maintenance of Town Square. The proposed contract is intended to complement the services currently provided and further promote a more consistent and high quality appearance by addressing high profile median areas, intersections, and City facilities. The proposed contract incorporates complete landscape maintenance to include mowing and edging, all plant and bed maintenance, fertilizations and insect control, irrigation services, and seasonal color installations where applicable. Services will be for the following locations: - North and South Carroll medians - South Kimball medians - Pedestrian rest areas on FM 1709 at White Chapel and Peytonville - Pavestone intersections of SH 114 at Kimball, Dove, and White Chapel - DPS East and West - Southlake Tennis Center (interior only) - Senior Center - Community Center (beds only) The bid opening for this project was held on February 17, 2006. Staff conducted the bid process in compliance with applicable laws and procedures. Information was sent to ten (10) contractors who had expressed interest and the project advertised in the Fort Worth Star Telegram on two consecutive weekends. Three companies responded with two meeting the bid submittal requirements: TruGreen LandCare $ 35,618.52 O'Donnell's Landscape Services, Inc. $ 36,468.00 Per the specifications, the award is based on the bid which offers the best value to the City when considering, but not limited to, the following: - Best Price (40 %) - Professional Competence (35 %) o Years of experience Shana Yelverton, City Manager March 9, 2006 Page 2 • References • Quality of work • Ability to perform work as specified - Financial Integrity (20 %) - Minority Owned /Southlake Business (5 %) TruGreen LandCare was recently awarded the right -of -way mowing contract with the City at which time a reference check was performed with the cities of Grapevine, Hurst, and Keller (attached). All three cities indicated they were happy with the services provided and that TruGreen performed in a professional and responsive manner. TruGreen is located in Fort Worth and has operated under its present name for over six years (previously Minors Landscape). They are a subsidiary of Service Master which is a national company incorporated in 1947. Although both companies scored evenly with regard to the scoring criteria, because TruGreen LandCare currently performs the right -of -way mowing ($51,990) for the City it is anticipated that their inclusion of additional landscape services will allow for service level consistencies and more efficient contract management. Financial Considerations: The bid from TruGreen LandCare is within the anticipated budgeted amount and funding is available in the approved FY 2005 -06 budget for mowing ($103,000). Citizen Input/ Board Review: Not applicable. Legal Review: The bid specifications were reviewed by the City Attorney and the bid process conducted by the City's Purchasing Agent. Alternatives: City Council review and consideration as appropriate.
