Item 10BCity of Southlake, Texas MEMORANDUM January 31, 2006 TO: Shana Yelverton, City Manager FROM: Steve Polasek, Director of Community Services SUBJECT: Consider final design and cost for the public park proposed within the Shops of Southlake development Action Requested: City Council consideration of final design and cost for the public park proposed within the Shops of Southlake development. Background Information: Over the past several months the City has been working with Cencor Realty Services on the development of park plans for a proposed park within the Shops of Southlake. As previously presented, the park is approximately 32,400 feet in size, will feature an eighteen foot high fountain in the center, tables and seating, refined landscaping, decorative pavers and fencing, hardscape features, up- lighting, and irrigation. The proposed budget for the park design and construction is $800,000 with the initial plan being approximately $903,000. At the January 17, 2006, City Council meeting a revised project budget of approximately $810,000 was presented. The revised budget maintains the integrity of the initial design and was accomplished through a variety of means including the selection of alternative site furnishings, pavers in lieu of concrete, removal of four pole lights and the column lights, removal of four tree grates, fence and railing design modifications, and removal of the table umbrellas. Through further project refinement staff and Cencor Realty have identified additional cost savings that allow for the umbrellas to be included as part of the base budget should Council so choose. Staff is also exploring additional cost saving opportunities resulting from sales tax exemptions related to the purchase of materials for the park project. The following is a review of the potential deducts and /or cost savings for Council consideration: BASE BID $792,240.76 + IMPACT FEES $11,751.24 + SOFT COST $100,000 = $903,992.00 1 Deduct 6 Brick Columns incl. Pier & Footing ($9,537.00) Rebid and change design without decorative tops to the ornamental 2 fence ($13,160.00) Rebid and change design without decorative tops to the 30" Pedestrian 3 Ornamental Gate ($750.00) Rebid and change design without decorative tops to the 10' Ornamental 4 Access Gates ($2,325.00) 5 Change design to the Step Handrails ($2,144.00) 6 Deduct (4) each of item #12, tree grates add plant material ($9,365.00) 7 Add plant material, bed prep & irrigation at deleted tree grates (4) $744.00 8 Deduct (4) each of item #21, pedestrian pole lights. ($15,074.80) 9 Deduct item #23, column lights. ($8,132.80) 10 Change specification of Tree Uplight ($17,851.36) 11 Change specification of Tree Uplight @ Grate (w /o grate) ($3,501.92) 12 Alternate #9 - Deductive option for Site Furnishings. ($16,440.00) 13 Savings on cost of the Cygnus Umbrellas. ($2,000.00) Alternates #4, #5, #6, #7, #8 Deductive options for pavers in lieu of 14 concrete. ($7,857.01) 15 Change from a 2" water meter to a 1" water meter - meter fee ($390.00) 16 Irrigation changes for 1" water meter $1,500.00 17 Change from a 2" water meter to a 1" water meter - impact fees ($8,549.43) Total proposed deducts to date ($114,834.32) REVISED TOTAL WITH POTENTIAL DEDUCTS $789,157.68 Financial Considerations: The park improvements are proposed to be funded by both the City and developer with an initial budget of $800,000. The developer has committed to funding 25% of the costs with the City responsible for the remaining 75 %. A record of final construction costs is to be provided to the City following completion. Financial Impact: Contract maintenance costs for the proposed park is estimated at approximately $10,000 annually based on current contract pricing. Maintenance of the park is anticipated to be included with the Town Square landscape maintenance agreement and funding has been allocated within the fiscal year 2005 -06 budget in anticipation of this expense. Citizen Input/ Board Review: The City Council reviewed design elements and opinion of probable costs for the public park proposed within the Shops of Southlake development during the January 17, 2006 meeting. The Parks and Recreation Board on September 12, 2005 recommended approval (8 -0) of the dedication of 32,402 s.f of land as a public park as shown in the park concept plan for the Shops of Southlake development.
