Southlake Boulevard and S. Carroll Avenue (Sign 1) and a proposed shopping center sign located at the central drive entrance on S. Carroll Avenue (Sign 2). Sign Reg. Palmer PROPERTY SITUATION: The property is located at the southeast corner of South Carroll Avenue and East Southlake Boulevard. REQUEST: The applicant is requesting a Conditional Sign Permit for the entry feature sign located on the northwest corner at the intersection of E. Southlake Boulevard and S. Carroll Avenue for The Shops of Southlake development. The specific variances to Sign Ordinance No. 704 -B are outlined below. STAFF COMMENTS: The sign criteria, building elevations, site plan and applications are attached to this report. Entry Feature Sign: The applicant is proposing an entry feature sign that is 26 Meet tall and 16 feet wide. Please see the attached sign exhibit for complete details. The proposed sign will not meet the following monument sign regulations of Sign Ordinance No. 704 -13: • Maximum Base Height: 18 inches • Maximum Structure Height: 5 feet • Maximum Sign Structure Area: 70 s.f. • Maximum Sign Face Height: 4 feet • Maximum Sign Face Area: 50 s.f per sign face and 100 s.f. per sign The southeast elevation is shown with a fireplace and is proposed as such with a restaurant tenant proposed for the building that will utilize outdoor seating. The applicant proposes to eliminate the fireplace and outdoor seating and to relocate the entry feature sign close to the building if a restaurant tenant does not locate within the building. Shopping Center Sign: The applicant is proposing a shopping center sign that is 12 feet tall and 6 2/3 feet wide. Please see the attached sign exhibit for complete details. The proposed sign will not meet the following monument sign regulations of Sign Ordinance No. 704 -13: • Maximum Base Height: 18 inches • Maximum Structure Height: 5 feet • Maximum Sign Structure Area: 70 s.f. Case No. Attachment A SP 06 -081 Page 1 • Maximum Sign Face Height: 4 feet On October 18, 2005, City Council approved, among other sign criteria: • That the major entry feature signs be reduced to one sign (located at the southeast corner of F.M. 1709 and Carroll Avenue) and requiring it to be brought back to Council for approval with a design rendering as well as a new location set back from the street frontage and closer to the building; • Approving the same lettering — style, color, and font — on the signage at F.M. 1709 and Carroll Avenue for all tenants; • Requiring the tower sign on the corner of F.M. 1709 and Carroll Avenue to be 20 feet tall and to be integral with the building; • Allowing the applicant to bring back other proposed signs at a future meeting, if needed, along with the complete design of the tower. The City Council may authorize a Conditional Sign Permit in accordance with the following provisions of the Sign Ordinance No. 704 -A, Section 6, Conditional Sign Permit: GENERAL: Notwithstanding anything in this ordinance to the contrary, the erection of a sign or signs may be approved pursuant to this section under a conditional sign permit approved by the City Council. The purpose of this section is to allow for a specialized review of signs which may not be appropriate generally without certain restrictions, but which, if controlled as to the number, size, height, color, location, lighting, or relation to adjacent properties, would promote the health, safety, and welfare of the community. Conditional permitting of signs shall not be based upon the content of the sign, but is intended to allow for the evaluation of the physical impact of the proposed sign on adjacent properties and to ensure adequate mitigation of potentially unfavorable factors, such as the number, size, height, color, location, lighting, and other potentially unfavorable impacts.
