PROJECT: Sign Variance for Southlake Town Square
REQUEST: Variance to the Sign Ordinance No. 704 -B requirements for maximum sign height,
sign area, and duration of temporary development signs. This request is an extension
of the permit for the existing development sign, which will expire on March 31,
2006. The applicant is requesting to display the existing sign for an additional year.
The applicant is also requesting permission to change the sign face of the existing
development sign several times throughout the year to accommodate different events.
The dimensions of the sign will not change. The specific variances requested are as
follows:

BACKGROUND INFORMATION
OWNER/APPLICANT: Cooper & Stebbins
PROPERTY SITUATION: The Southlake Town Square development is located on the northeast corner
of North Carroll Avenue and F.M. 1709.
REQUEST: The applicant is requesting an extension of the sign permit for the existing
development sign located on the northeast corner of North Carroll Avenue
and F.M. 1709. The applicant is also requesting permission to change the
sign face several times throughout the year to accommodate different events,
such as the Grand Avenue Grand Opening, Phase II and III of the
Brownstones, Harkins Theater opening, and Hilton Hotel opening. The new
sign faces will be made of a plastic wrap material, designed to be a smooth fit
to the form of the sign. The dimensions of the existing sign will not change.
STAFF COMMENTS: The sign criteria, site plan and application are attached to this report. The
following variances are requested:
• Ord. 704 -13, Section 21.D.2(a) MAXIMUM HEIGHT The maximum
permitted height is five (5) feet above grade.
The applicant is requesting a total sign height of 13 feet IL 5 inches
(167.5 inches).
• Ord. 704 -13, Section 21.D.2(b) MAXIMUM AREA The maximum
permitted area is sixty -four (64) square feet with a maximum of thirty -
two (32) square feet per sign face.
The applicant is requesting a total sign area of approximately 152 square
feet (10' -1 '/z " x 15'- 1 /z').
• Ord. 704 -B, Section 21.D.2(d) DURATION Development signs must be
removed within one (1) year or upon the issuance of a certificate of
occupancy for a commercial development.
The permit for the existing sign expires on March 31, 2006. The
applicant is requesting to display the sign until March 31, 2007. If this
request is approved, the sign will be displayed for a total of two (2)
years.
The City Council may authorize variances in accordance with the following
provision of the Sign Ordinance No. 704 -13, Section 14, Variances:
The City Council may authorize variances to any restriction set forth in this
ordinance, including but not limited to the number, type, area, height, or
setback of signs, or any other aspect involved in the sign permitting process.

In granting any variance, the City Council shall determine that a literal
enforcement of the sign regulations will create an unnecessary hardship or a
practical difficulty on the applicant, that the situation causing the
unnecessary hardship or practical difficulty is unique to the affected property
and is not self - imposed, that the variance will not injure and will be wholly
compatible with the use and permitted development of adjacent properties,
and that the granting of the variance will be in harmony with the spirit and
purpose of this sign ordinance. A person may request a variance from the
Sign Ordinance by filing the request with the Building Official. Any request
for variance shall be accompanied by a completed application and a non-
refundable filing fee in the amount specified in the current fee schedule
adopted by City Council.

As to the sign applications, I am requesting the following:
Billboard:
The approval currently in place for the signage at the intersection of Carroll and 1709 expires March 31, 2006. The
applicant requests permission to extend the term for 1 year as well as permission to change the sign face several
times throughout the year to accommodate different projects over the next 12 months (Grand Avenue Grand
Opening, Phases II and III of the Brownstones, Harkins movie theater and Hilton Hotel). The first change is
attached and will be changed March 10 , 2006. All sign changes will remain consistent with previous versions.
Banners:
The applicant requests permission to hang four banners beginning March 10, 2006 — April 10, 2006 for the purpose
of creating an awareness of the grand opening event for Grand Avenue.
Other information you requested:
• Banners will have grommets and be attached to the brackets that are built in to the buildings.
• Billboard signage going up in March 2006 is planned to be a plastic wrap material, designed to be a smooth
fit to the form of the sign.
