P ROJECT: Specific Use Permit for St. Johns Missionary Baptist Church - Extension
REQUEST: On behalf of Fickes & Dorety Development, St. Johns Missionary Baptist Church is
requesting approval of a specific use permit. The purpose of the request is to receive
approval for an extension of a specific use permit previously approved by City Council
to permit a church use within the "I -1" Light Industrial District. The applicant needs
an extension to occupy the current location while they construct their permanent
facility on S. Kimball Avenue.

approval of Comprehensive Zoning Ordinance No. 480 on September 19,
1989.
-City Council approved an SUP for church use in "I -1" zoning on February 1,
2000 with a three (3) year limit. This SUP expired February 1, 2003.

CITY STAFF HAS REVIEWED THE ABOVE REFERENCED PROJECT RECEIVED BY THE CITY ON 12 /12 /05AND WE
OFFER THE FOLLOWING STIPULATIONS. THESE STIPULATIONS ARE HEREBY MADE CONDITIONS OF CONCEPT
PLAN APPROVAL UNLESS SPECIFICALLY AMENDED BY THE CITY COUNCIL. IF YOU HAVE ANY QUESTIONS OR
NEED FURTHER CLARIFICATION, PLEASE CONTACT DENNIS KILLOUGH AT (817) 748 -8072.
No changes are proposed from the previous SUP approval.
All buildings and improvements shown are existing. This Concept Plan has been submitted solely for
the purpose of reviewing this Specific Use Permit request. No new construction is proposed by this
plan.
Up to 100% of the parking spaces required for a church may be used jointly with other uses, within
300' of the building, which do not normally have the same hours of operation. In any cases where the
required parking spaces are collectively or jointly provided and used, a written agreement thereby
assuring their retention for such purposes shall be properly drawn and executed by the parties
concerned.
INFORMATIONAL COMMENTS
A fully corrected plan that includes all associated support plans /documents and conditions of
approval is required before any ordinance or zoning verification letter publication or before
acceptance of any other associated plans for review. Plans and documents must be reviewed
and stamped "approved" by the Planning Department.
All development must comply with the City's Drainage Ordinance No. 605 and detain all post
development run -off.
Although not required by ordinance, staff would appreciate placing the City case number "ZA05-
159" in the lower right corner for ease of reference.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT FOR
CHURCHES, SYNAGOGUES, TEMPLES AND OTHER SIMILAR
FACILITIES FOR WORSHIP, FELLOWSHIP AND EDUCATION ON
PROPERTY WITHIN THE CITY OF SOUTHLAKE, TEXAS, BEING
LEGALLY DESCRIBED AS LOT 1, BLOCK C, COMMERCE
BUSINESS PARK, MORE FULLY AND COMPLETELY DESCRIBED
IN EXHIBIT "A ", AND AS DEPICTED ON THE APPROVED
CONCEPT PLAN ATTACHED HERETO AND INCORPORATED
HEREIN AS EXHIBIT `B" AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for churches, synagogues, temples and other similar facilities for
worship, fellowship and education has been requested by a person or corporation having a proprietary interest
in the property zoned as "I -1" Light Industri al Distri ct; and,
WHEREAS, in accordance with the requirements of Section 45.1 (2) of the City's Comprehensive
Zoning Ordinance, the Planning and Zoning Commission and the City Council have given the requisite
notices by publication and otherwise, and have afforded the persons interested and situated in the affected
area and in the vicinity thereof, and,
WHEREAS, the City Council does hereby find and determine that the granting of such Specific Use
Permit is in the best interest of the public health, safety, morals and general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for churches, synagogues, temples and other similar facilities
for worship, fellowship and education on the property being legally described as Lot 1, Block C, Commerce
Business Park, an addition to the City of Southlake, Tarrant County, Texas, according to the plat recorded in
Volume 388 -214, Page 60, Plat Records, Tarrant County, Texas, and being approximately 1. 66 acres, more
fully and completely described in Exhibit "A ", and as depicted on the approved Concept Plan attached hereto

and incorporated herein as Exhibit B" and providing an effective date, subject to the provisions contained in
the comprehensive zoning ordinance and the restrictions set forth herein. The following specific requirements
