Item 5ICity of Southlake, Texas M E M O R A N D U M January 31, 2006 TO: Shana Yelverton, City Manager FROM: Steve Polasek, Director of Community Services Consider award of bid to TruGreen LandCare for State and City right-of-way SUBJECT: mowing ___________________________________________________________________________ Action Requested: City Council consideration of award of bid toTruGreen LandCare for State and City right-of-way mowing contract. Background Information: The FY 2005-06 Budget contains a line item amount of $103,000 for contract mowing services to include State and City right-of-ways including FM 1709, FM 1938, and Highway 114. The previous right-of-way mowing contract expired at the end of 2005. Not included as part of the proposed award are median, intersection, and municipal facility mowing and landscape maintenance. These items are included under separate bid specifications which have been prepared and are currently advertising. The proposed contract includes mowing and general landscape management services for public right-of-ways on an annual basis, and includes an annual renewal option for four (4) additional twelve-month periods. The State right- of-ways are mowed in addition to the three (3) annual mowing cycles performed by the Texas Department of Transportation (TxDOT). The contract specifies that the contractor must coordinate the mowing schedule around the TxDOT mowing schedule. In addition to the City specifications, the contractor is required to comply with the mowing standards published in Chapter 2 of the TxDOT publication “Roadside Vegetation Management.” The bid opening for this project was held on January 27, 2006. Staff conducted the bid process in compliance with applicable laws and procedures. Information was sent to ten (10) contractors who had expressed interest and the project advertised in the Fort Worth Star Telegram on two consecutive weekends. Four companies responded to the bid request. One company presented a “no-bid”, and the three remaining qualified bid packages were as follows: TruGreen LandCare $ 51,990.66 O’Donnell’s Landscape Services, Inc. $ 67,296.00 Green Thumb Landscape $ 226,436.00 Per the specifications, the award is based on the bid which offers the best value to the City when considering the following: Shana Yelverton, City Manager January 31, 2006 Page 2 -Best Price (40%) -Professional Competence (35%) Years of experience o References o Quality of work o Ability to perform work as specified o -Financial Integrity (20%) -Minority Owned/Southlake Business (5%) The City performed a reference check on TruGreen LandCare with the cities of Grapevine, Hurst, and Keller (attached). All three cities indicated they were happy with the services provided and that TruGreen performed in a professional and responsive manner. TruGreen is located in Fort Worth and has operated under its present name for over six years (previously Minors Landscape). They are a subsidiary of Service Master which is a national company incorporated in 1947. Based on a review of the top bidders using the weighted criteria, TruGreen LandCare scored highest with regard to providing the City the best overall value. Financial Considerations: Funding is available in the approved FY 2005-06 Public Works budget for mowing in the amount of $103,000. Citizen Input/ Board Review: Not applicable. Legal Review: The bid specifications were reviewed by the City Attorney and the bid process conducted by the City’s Purchasing Agent.
