Item 5ECity of Southlake, Texas M E M O R A N D U M January 4, 2006 TO: Shana Yelverton, City Manager FROM: Wade Goolsby, Chief of Police Services Authorize the Mayor to terminate the existing contract and to negotiate a new SUBJECT: contract for the construction management of a DPS facility project between the City of Southlake and Lee Lewis Construction, Inc. _______________________________________________________________________________________ Action Requested: City Council approval to terminate existing contracts with RPGA Design Group, Inc. and Lee Lewis Construction, Inc. and approval to initiate new contracts with RPGA Design Group, Inc. and Lee Lewis Construction, Inc. Background Information: A management consultant group recently questioned the proposed location of the main police facility in north Southlake. Since that time, city staff, the Crime Control and Prevention Board, and City Council have reconsidered the most appropriate location for a main police facility and unanimously agreed that the facility should be more centrally located. The change in location changes the scope of the project significantly enough that the current contracts need to be terminated and new contracts initiated for the revised project. Financial Considerations: The Crime Control and Prevention District will provide funding for this project. The architectural firm has been paid for services provided in the planning for a new facility in north Southlake. Much of that data can be used in the planning of a facility in central Southlake. The original budget will remain basically the same for the revised project. Citizen Input/ Board Review: Crime Control and Prevention District will provide funding for this facility. The Crime Control and Prevention District Board has provided input and the Council has provided input in this decision. There was no citizen input. Legal Review: The City Attorney has reviewed the existing contracts and recommended the termination of the existing contracts. New contracts have not been negotiated at this time but will be submitted for legal review and approval. Department of Public Safety Facility Contracts January 4, 2006 Page 2 Alternatives: Continue to proceed with the project as planned in the northern part of Southlake resulting in a main police facility that is not centrally located. There would be inefficiencies in day-to-day operations and the police facility would have a lower public profile and be less accessible to the public. Supporting Documents: No supporting documents Staff Recommendation: Terminate the existing agreements between the City of Southlake and RPGA Design Group, Inc. and Lee Lewis Construction, Inc. Authorize City Staff to proceed with negotiations for new contracts with both firms that will be presented to Council for approval at a later date. WG/wg
