Item 5MCity of Southlake, Texas M E M O R A N D U M May 9, 2006 TO: Shana Yelverton, City Manager FROM: Ross Korkmas, Emergency Management Coordinator Reject the Outdoor Warning Siren proposals SUBJECT: _________________________________________________________________________________ Action Requested: Reject the Outdoor Warning Siren proposals Background Information: The Southlake Department of Public Safety advertised a Request for Proposals (RFP) regarding the design, installation and testing of Outdoor Warning th Sirens. The RFP was advertised beginning January, 13 2006 and lasting until thth January, 26 2006. The vendors were given until Friday, March 10 to complete and submit their respective proposals. Three vendors chose to respond to our advertisement and submitted their proposals. A seven member th Warning Siren Review Committee was created and convened on April, 7 th 2006 and again on April, 26 2006. After much review and deliberation the committee determined that rejecting all proposals would be in the best interest of the city. A number of issues including price, aesthetics, references, scope of work and quality of vendor service have all led to the committee coming to this tough decision. Financial Considerations: The City of Southlake was awarded a grant of $100,000 from the Hudson Foundation to aid in the purchase of the Outdoor Warning Sirens. Financial Impact: Approximately $75,000 awarded by the Hudson Foundation will be used towards the purchase of the Outdoor Warning Sirens. Citizen Input/ Board Review: There has been no citizen input. Not subject to Board review. Legal Review: Alternatives: Select vendor from current proposals. The Southlake Department of Public Safety and the Warning Siren Review Committee will request new proposals from qualified vendors. RK/rk
