Subject: Award bid for the construction of 2006 Pavement management Application

Corporation and provide for construction phase contingencies.
Action
Requested: Award bid for the construction of 2006 Pavement management Application
(PMA) Street Paving and Storm Drainage Improvements to Sunmount
Corporation and provide for construction phase contingencies.
Background
Information: The 05/06 Capital Improvements Program (CIP) included funds for the
construction of street improvements identified in the Pavement Management
Application for improvement.
On February 21, 2006, the City Council approved a professional services
agreement with Cheatham and Associates for the design and preparation of
construction plans for these improvements. This phase of improvements
include the rehabilitation of 33 streets.
Four bids were received on May 2, 2005. The bids have been reviewed by
Cheatham and Associates and the City Staff and are tabulated as follows:

Financial
Considerations: The recommended award amount is $1,591,775. It is also recommended
that the City Council allow a construction phase contingency of 10% or
$160,000 in addition to the award of $1,591,775 for a total budget of
$1,751,775.
The 05/06 CIP included funds in the amount of $1,300,000 for PMA
Improvements. The 04/05 CIP included $874,000 for the rehabilitation of
N. Pearson Ln. as a companion project to the 42" and 30" Water Supply
Main. The City was able to schedule Tarrant County to complete the work
on N. Pearson Ln. which reduced the cost of the project to $250,000. It is
recommended that $291,775 of the $624,000 remaining in the N. Pearson
budget be utilized for PMA 2006.

use.
