PROJECT:
REQUEST: On behalf of Whites Chapel United Methodist Church, Jacobs & Associates are
requesting approval of a plat revision containing approximately 23.35 acres and
proposing a single lot for a church. This plat revision adds property located east of the
original church site to the current plat of record and addresses realignment of Pine
Drive. (See Attachment ‘C’ – the land area being added to the original subdivision plat
is cross hatched)

CURRENT ZONING: “CS” Community Service District
HISTORY: -A final plat was approved by City Council on September 16, 1986.
-A concept plan was approved by City Council on November 21, 1995.
-A change of zoning to “CS” and concept plan were approved by City Council
June 2, 1998.
-A plat revision was approved by City Council on September 1, 1998.
-City Council approved a zoning change to “CS” and a revised site plan for the
overall property on May 16, 2000.
-City Council also approved a preliminary plat for the overall property on May
16, 2000.
-A plat vacation for the existing lot was approved by City Council on October
3, 2000 and was not recorded has expired.
-A final plat was approved by P&Z on December 7, 2000. This plat was not
filed due to complications with the taxes and the inability to acquire the needed
tax certificates for filing and has expired. This issue has now been resolved.
-A special exception use was approved by the Zoning Board of Adjustment to
allow for the four portable buildings for a period of three years on June 24,
2004. The Board waived the permanent foundation and masonry requirements
for the buildings.
TRANSPORTATION
Master Thoroughfare Plan
ASSESSMENT:
The Master Thoroughfare Plan recommends Southlake Boulevard to have 130
feet of right-of-way and S. White Chapel to be a 2-lane, undivided arterial street
with 88 feet of right-of-way. Adequate right-of-way exists for these roadways.

Existing Area Road Network and Conditions
The driveways on the site are existing with the site having one (1) access
directly onto E. Southlake Boulevard (F.M. 1709), one (1) access onto S.
White Chapel Boulevard, and one (1) access onto Pine Drive.
E. Southlake Boulevard is a 5-lane, undivided thoroughfare with a continuous,
two-way center left-turn lane. The roadway will be resurfaced and re-striped to
a 7-lane roadway this summer. S. White Chapel Boulevard is a 4-lane, divided
thoroughfare with a median along the frontage of the church property. Pine
Drive is a 2-lane, undivided local roadway.

PATHWAYS MASTER
PLAN: The Pathways Master Plan recommends an 8-foot, Multi-use trail along the
south side of E. Southlake Boulevard. The trail exists and is shown on the site
plan.
WATER & SEWER: The site will connect into the existing utility lines located within the
development.
TREE PRESERVATION: The only existing trees proposed to be removed are within the proposed
building pad foot prints of the New Classrooms “B” and New Chapel “C”.
Seven (7) existing native trees are proposed to be removed for the construction
of Building “B”, and two previously installed landscape trees are proposed to
be removed for the construction of Building “C”.

DRAINAGE ANALYSIS: This development drains to the existing pond, and to the existing storm drain
system in S. White Chapel Boulevard.

2)The following changes are needed regarding ROW:
a)Correctly show the existing R.O.W. for Pine Drive.
b)Show and label the established centerline for Pine Drive. Provide the dimension to the
centerline from each corner and across the street to the established ROW line. (Confirm ROW
documents with Public Works Engineering staff)
c)Dedication for Pine Drive must be provided at a minimum of 30 feet from the established
centerline. If width is adequate staff recommends simply dedicating to the established boundary
corners in the southwest corner of the lot.
3)The following changes are needed with regard to easements:
a)Provide common access easements in accordance with the approved Concept Plan or Site Plan.
A common access easement may be required in the most easterly northeast portion of the
property for connectivity purposes with the Chapel Hill Office Park and Parkwood Offices
(O.W. Knight No. 899 Addition).
b)Provide easements for water, sewer and/or drainage in compliance with approved construction
plans.
4)Blanks must be completed in the owner’s dedication and utility company signature block prior to filing
the plat.

* All development must comply with the City’s Drainage Ordinance No. 605 and detain all post
development run-off.
* Please submit a revised blueline "check print" prior to submitting blackline mylars with original
signatures.
* A “Certificate of Taxes Paid” indicating that there are no delinquent taxes owed on the subject property
from each taxing authority must be provided to the City prior to filing this plat in the County records. A
copy of this information may be obtained from the Tarrant county Tax Assessor/Collector’s Office
located at 100 E. Weatherford St. in Ft. Worth (across from the old red courthouse). There is a service
charge of $10 per account for this certificate. For more information contact the Assessor/Collector’s

* Original signatures and seals will be required three mylars prior to filing the plat. Also
required are two sets of owner's dedications and notaries (8.5" x 11" or 14" paper) with original
signatures and seals on each. Mylars will not be accepted if any erasures or original ink, other than
signatures or seals, appear on the plat.
* A Developer’s Agreement is required prior to construction of any public infrastructure. The
Developer’s Agreement for this addition should consider streets, drainage, park dedication
requirements and fees, off-site sewer extensions, off-site drainage and utility easements and impact
fees.
