Background

Information:
The Southlake 50 Stampede is a public art exhibit proposed to begin in September

of 2006 to celebrate the 50 Anniversary of Southlake. Following the same concept
as the Painted Ponies of New Mexico, life-size fiberglass statues of longhorn cattle
will be sponsored and given to local artists and young artists (in Southlake schools)
to use as a 3-dimensional canvas. The artists will transform the longhorns and
calves into works of art to be strategically placed on public exhibit in parks and
vendor locations throughout Southlake. All exhibit locations will be pre-approved
by city staff.
After being displayed for approximately one year, the artwork will be auctioned at
gala benefits held by Southlake charities. Fifty percent of the proceeds will be
awarded to the charities, fifty percent of the longhorn proceeds will go to a fund for
public art in Southlake, and fifty percent from the sale of the longhorn calves will
go to a fund for arts education in Southlake schools.
Financial
Consideration:
Start up costs of approximately $6,250, to include printing of promotion brochures,
advertising, and construction of the longhorn mold, is required to begin the

program. This amount will be reimbursed in full to the Southlake 50 Anniversary
budget if the project makes the go/no go minimum target of 15 longhorn and 15
calf sponsors. In effect, the $6,250 is the amount that may be unrecoverable if the
project does not meet its go/no go target minimum.
Once the target minimum is obtained, the longhorns begin paying for themselves
via sponsorship fees. The maximum estimated expenditure through program

proceeds, if 50 longhorns and 50 calves are sponsored, is $233,855
Financial Impact:
The financial impact to the City will consist of staff labor and use of equipment to
properly secure and place the longhorns within the City. As this is a new program
actual costs are unknown at this time.

Overview
Southlake Stampede
The Southlake Stampede is a public art exhibit scheduled to hit the

streets in September 2006 in time for the Southlake 50 birthday
celebration. Following the same concept as the Painted Ponies of New
Mexico, life size fiberglass statues of longhorn cattle will be sponsored
and given to local artists and schools to use as a 3-dimensional canvas.
Each school within Southlake city limits will receive at least one calf.
Unlimited creativity will be on display as the colorful works of art are
strategically placed throughout Southlake in Parks and in vendor
locations approved by the Planning department.
The Mission

Longhorn Basics
Through individual sponsorships, we will place a life sized fiberglass statue into the hands of an artist to use as a 3-dimensional
canvas. The artist will transform the longhorn into a work of art, then the finished artwork will be placed on public exhibit on the
streets of Southlake, near schools, and in select Park locations. After being displayed and promoted for several months - up to a
year, the art will be auctioned off by local charities to the highest bidder with 50% of the proceeds going to the charity and 50%
going to fund public art in Southlake. Our young artists in Southlake schools are included in the event with thpportunity to
transform life size longhorn calves. These smaller, but equally creative calves will be showcased at various events and sites
throughout the city at the same time as the large Longhorns. The calves, transformed into works of art by the schools will also go
to auction with proceeds going to art education in Southlake schools. Other public art campaigns of this type have raised considerable
funds and the legacy of the public art event has lived on in annual events, merchandise and marketing opportunities.
Timeframe
Sponsorships will be available in early April after approval by City Council with creative production to begin in May/June. The first
Longhorns will be released for public display in early September, followed by calves in the fall and a final wave of Longhorns before
year-end. A small number of Longhorns will be strategically placed outside of the city at sponsor locations that will draw tourists
into Southlake. The art will stay on exhibit until auction.

Important Points:
This is a legacy project that will create public art for Southlake.
The lifecycle of the project includes; finding artists and sponsors, ordering, receipt and
decorating the statues, outdoor public exhibition of the statues within the city, maps,
brochures, publicity, events, merchandise showing the statues and finally auction of the
statues to permanent owners with the funds donated to designated needs and charity.
Over 50 projects of this type have been conducted nationally and internationally since 1996.
A highly noted project in the US was and is the “Trail of the Painted Ponies” project that was
conducted in New Mexico in 2001/2002. Both large and small projects have been conducted.
A recent project by the Nature Conservancy in Oklahoma included 100 statues of buffalo,
took two years and made over 1 million dollars, a smaller project recently took around 5
months made $100,000 dollars. Recent projects in our area included a Pegasus horse project
in Dallas and a cow project in Fort Worth for a “Cowtown” theme. To put this proposal
together, I researched other projects and contacted the directors of those projects regarding
logistics of their project and lessons learned.
I could find no record of a longhorn steer being done in any of the projects.
Southlake in 2006 is in a great position for this project with the dynamics of the city including
new openings in Town Square of 3 new parks, a new hotel and the brownstones.
Sponsors are used to fund the project. Sponsor funds pay for the statue, fee to the artist,
marketing, up front merchandising and events for the project. Multiple levels of sponsorship
will be offered.
A limited number of sponsors located at key locations outside of the city will be allowed to
exhibit their longhorn at their location outside of the city. These locations will be approved
based on their ability to draw tourism directly into the city. These sponsors must agree to
place maps and brochures for the event near the Longhorns. Example locations include the
Marriott Solana and the Gaylord Texan.
Artists – Any Southlake resident, student of a school in Southlake, member of the Southlake
Chamber of Commerce, employee that works in Southlake or person that is a member of a
Professional Association in Southlake.
Sponsors – Any business or organization located in Southlake, member of the Southlake
Chamber of Commerce, resident of Southlake, business with employees that live in Southlake
or major corporate sponsor with an interest in Southlake.
It will take estimated funds of $6,250 from the city to start the project. That will pay for the
initial artist submissions, brochures to solicit sponsors and framing for the top submissions,
the Longhorn mold and the first Longhorn statue. Those funds will be reimbursed to the city
if at least 15 longhorns and calves are sponsored. If the project is killed, an artist can be
commissioned by the city to transform this Longhorn into a single public work of art.

The schools will be involved in the project, with at least one fiberglass calf offered to each
school to fuel ownership, excitement and involvement by the schools. We have 13 schools in
Southlake (11 Carroll, Clariden Montessori and Florence Elementary). The calves will later be
auctioned off at a School event to raise money for arts programs in the schools. The money
will be designated for the arts programs in the schools.
Statues will be clear-coated by an auto-body shop after the artist finishes and before they go
on exhibit. This makes them suitable for permanent display outdoors.
Full size steer statues will be around 7- 8 feet long, over 5 feet high and 3 feet wide at the
shoulder. The horns will be around 4 feet wide. The fiberglass statues will be reinforced with
steel rebar at the horns and weigh around 120 lbs. The Longhorns and calves will carry the
Southlake 50 logo as their brand. Each statue will have a brass plaque on their base that will
identify the Artist and include a single phrase about the art, identify the Sponsor and the city

of Southlake as hosting the event to commemorate their 50 anniversary.
Longhorn statues will be auctioned at Gala Benefits held by local Southlake Charities.
Participating charities will be given up to 10 longhorns to auction depending on the number
of participating charities. The charity will be awarded 50% of the proceeds from the auction
of the Longhorns, this will reimburse them for their efforts in hosting the auction, the other
50% of the proceeds will go to a fund for public art in Southlake. This creates a win-win
situation for the charity to attract additional attendees and for the city in that they do not have
to organize and host the event.
Sponsor Location Criteria:
Cannot pose a safety risk to the public
Must have availability for parking, access to pedestrian areas, pathways and available
area of approximately 100 square feet for display
No regrading, disturbing of trees or landscaping
Location must be set back from pavement off of SH 114 and 1709 by at least 50 feet
Must not block any sight triangles (turn-lanes), fire-lanes, exits and/or entrances
Cannot be in the middle of a parking space in a parking lot

The minimum number of Longhorns for the go/no-go is 15 Longhorns and 15 calves. If we
don’t get 15 sponsors of each, we will kill the project. The maximum number cattle will be 50
Longhorns and 50 calves.
Merchandising opportunities abound with posters, postcards, tee shirts and coffee table
books for a start.
The merchandising item that will cause this event to remain fresh in the mind of people for years to come is the
o
coffee table book. The Southlake 50 Education committee is also working on content for a book and the
content will be merged into the same book. We are planning for two printings, one with the calves once they
are ready (about two months after school starts) and one after the project is over and the Longhorns and
calves are auctioned off. The second book will be used to report on the results of the auctions and the
impact of the project on our community. Based on successes in other communities, I anticipate that
both books will sell out. We anticipate that the book will be sold out and undergo multiple printings over the
years as the story of this event is told and retold.
Tee shirts, postcards and posters are a quick win. Calendars have been done, but are NOT recommended, they
o
are high cost and only good for one year.
Contracts are a key element of the project and will be written to include the artist, sponsor
and the merchant. They set forward performance expectations and deal with the unexpected
upfront.
Artists are paid a flat fee of $1000. Materials are supplied by the artist. Artists give up rights and ownership of
o
all art submitted to the project, in addition, they agree to evaluate any damage to the statue that occurs during the
public exhibition and repair it or jointly decide with the city to scrap the statue.
o
Rights and copyright to the art is transferred and shared during the lifecycle of the project, first to the city and
the sponsor when the art is submitted and then to the final purchaser of the art. The city will retain rights to use
the image of the longhorns in perpetuity.
The contract will also set forth the role of the Public Art Advisory Committee as having final authority and
o
decision making capability to select artists and accept final art for the project. The final decision maker in any
conflict or concern that arises with respect to the art will be the Public Art Advisory Committee.
Why the longhorn?
Texas is the only state that maintains a herd of wild longhorns in our state parks.
o
Texas history cannot be told without the longhorn. The Longhorn carved a path in Texas
o
legend. This remarkable animal with sweeping horns established our cattle industry and gave
rise to the American cowboy.
Longhorns originated from wild Spanish stock and escaped cows from early settlers. They
o
thrived in the wild and Texas became their original home.
No other animal embodied our history or blessed the future more. From cattle drives and
o
vaqueros to the cowboys known today, the passion, tradition & myth of the Longhorn is
celebrated around the world.
There is an urban legend in Southlake that a prior mayor commissioned a miniature bronze
o
statue of a longhorn with the city logo as a brand to give to visiting dignitaries. We were
unable to verify this, but the story has been told and retold many times.

Sponsorship:
A sponsor may reserve a Longhorn (purchase it for permanent ownership) by paying an additional $2000 for a Longhorn and
$1000 for a calf. This will reserve that animal for the sponsor and the animal will NOT go to public auction, instead, the
reserve proceeds will go directly toward public art in Southlake or to art education in Southlake schools.
