Freshour No. 521 Addition PROJECT: REQUEST: Lyn Wesley is requesting approval of a multiple-lot plat showing containing approximately 5.00 acres and proposing 2 single family residential lots on Florence Road. The average lot size is 2.44 acres, or 106,439 square feet, with the gross residential density being approximately 0.40 du/acre and the net residential density being approximately 0.41 du/acre. The property currently exists as three un-platted tracts. The proposed plat indicates a panhandle lot. However, due to the Zoning Ordinance requiring a minimum lot width to be measured at the front building line versus the road right-of-way, the lot meets the minimum lot width requirement. No variances are being requested. Freshour Survey, Abstract No. 521, being approximately 5.00 acres LAND USE CATEGORY: Low Density Residential with a Rural Conservation optional designation CURRENT ZONING: “SF-1A” Single Family Residential District HISTORY: -The city staff approved a single lot plat showing for this property on May 29, 2001 subject to approval of an appropriate change of zoning. The plat was not filed and has expired. -City Council approved a change of zoning to “SF-1A” on August 7, 2001. TRANSPORTATION Master Thoroughfare Plan ASSESSMENT: The Master Thoroughfare Plan recommends Florence Road to be a two-lane, undivided collector thoroughfare with 60 feet of right-of-way. Adequate right- of-way is being dedicated with the plat. The street typology designation for Florence Rd. is a Rural Road. Existing Area Road Network and Conditions The proposed lots will have direct access onto Florence Road. Florence Road is currently a 2-lane, undivided roadway. The capacity of the existing roadway is approximately 8,400 vehicle trips per day. Under this condition, the roadway would be considered to operate under a level of service ‘D’. Completion of this development will add approximately 19 vehicle trips per day to this section of Florence Road, bringing it to 1,502 vehicle trips per day. PATHWAYS MASTER PLAN: The Southlake Pathways Master Plan proposes an 8-foot multi-use trail along the rear of the property. The trail is proposed to connect Florence Road to W. Southlake Boulevard. WATER & SEWER: A 12-inch water line exists along the south side of Florence Road. An 8-inch sanitary sewer line exists through the middle of the property in a 15-foot sanitary sewer easement. TREE PRESERVATION: The Landscape Administrator has no comments for this item. DRAINAGE ANALYSIS: This property drains in southerly direction to an existing, natural creek.
