Consider approving Resolution No. 07-066, appointing members to the
Citizen Advisory Committee for the Photographic Traffic Signal
Enforcement System
Background:
The recent passage of SB1119 by the Texas State Legislature included a
provision requiring any city with a Photographic Traffic Signal
Enforcement System to also have a council-appointed Citizen Advisory
Committee responsible for making recommendations regarding
placement and installation of red light cameras.
Resolution No. 07-066 meets this requirement and staff recommends that
Council appoint the members of the Crime Control and Prevention District
Board of Directors (CCPD) to also serve as the members of this Citizen
Advisory Committee. The current CCPD members are:

RESOLUTION NO. 07-066
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, CREATING A CITIZEN ADVISORY COMMITTEE
FOR THE PHOTOGRAPHIC TRAFFIC SIGNAL ENFORCEMENT
SYSTEM;APPOINTING THE MEMBERS; AND PROVIDING AN
EFFECTIVE DATE
WHEREAS
, Pursuant to Chapter 707 of the Texas Transportation Code, the City
Council adopted Ordinance No. 922 which amended Chapter 18 of the City Code to add
Article VIII “Automated Red Light Enforcement;” and
WHEREAS
, Section 18-328 of the City Code requires the City Council to appoint
a Citizens Advisory Committee consisting of one person appointed by each
Councilmember; and
WHEREAS,
Section 18-328 of the City Code further provides that the Citizen
Advisory Committee shall review the traffic engineering study described in section 18-
329 of the City Code and shall advise the City Council on the installation and operation
of the photographic traffic signal enforcement systems installed within the City limits
based such study; and
WHEREAS
, Section 18-328 of the City Code further provides that the Citizens
Advisory Committee shall not have any authority over the photographic traffic signal
enforcement systems other than to make recommendations to the City Council with
respect to decisions concerning the installation of such systems based solely on the
traffic engineering study; and
WHEREAS
, the City Council officially names the Citizen Advisory Committee
members through a resolution after each Councilmember has selected a representative;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS THAT
:
Section 1.
The following are hereby appointed as representatives to the Citizen
Advisory Committee for the Photographic Traffic Signal Enforcement System for a term
of 2 years beginning on January 1, 2008 to perform the duties set forth in Section 18-
328 of the City Code:
