Item 4L Audio1 2 Restraint is defined as a chain, rope, tether, leash cable, or other device that attaches a dog to a stationary object or a trolley system. Unreasonable limit of movement = a collar that is pinch-type, prong-type, or choke- type or that is not properly fitted to the dog; is a length shorter than the lesser of five times the length of the dog (nose to base of tail) or ten feet; is in an unsafe or unsanitary condition or causes injury to the dog. Extreme weather = actual or effective outdoor temperature is below 32 degrees; a heat advisory has been issued; or a tornado warning has been issued 3 Exceptions to unlawful restraint of dog –a dog restrained on a trolley line and NOT restrained by a pinch-type, prong-type or choke-type collar. Exception -a dog restrained for a reasonable amount of time, not to exceed 3 hours in a 24 hour period Exception –dog is restrained while the owner is engaged in, or training, as related to a valid license issued by the State; the owner is engaged in conduct related to herding cattle or livestock; while owner is engaged in agricultural cultivation 4 5
